Norsk rikskringkasting AS (NRK) (The Norwegian Broadcasting Corporation)

NRK would like to use this competition to enter into one or several contracts to cover its need for cleaning services, where this is not included in the rent or similar. The competition is divided into different regions: North, Mid, West, South and East. These each have several locations.
Cleaning related assignments are requested for several of the locations. For some of the locations, assignments that are not cleaning related are also requested, which the tenderer would carry out. These can be, for example, simple canteen related assignments. The contracting authority therefore requests that tenderers understand which services apply for each location. Site inspections will be held at several of the locations — see Part I-Tender Documentation for further information.

Antall eller omfang:
A contract shall be signed in accordance with NS 8431, with some amendments. The contracts will start 1.1.2017 and they will be valid for three years, with an option for the contracting authority to extend the contract for 1+ 1 year. Some of the locations are subject to the start being delayed. Such delays will most likely not be for more than 2 months.The Bergen and Kristiansand locations are expected to move in the contract period. There is uncertainty as to when this will happen. The provisional date for Bergen is October 2017 and Kristiansand will be during spring 2018. The cleaning services for these locations will then stop, as the cleaning at the new locations has already been taken care of. There is 3 months notice for these areas.The contract has a total value of approx. NOK 125 000 000 over a 5 year period.A framework agreement shall be signed with: 1 tenderer per region, total maximum 5 tenderers.125 000 000

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Requirement: Tenderers shall have their tax, employer contribution and VAT payments in order. -Documentation requirement: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no. Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
A credit assessment that is not more than 6 months old from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years. The tenderer can instead choose to attach annual accounts from the last 2 years. These must contain notes, the board's report and auditor's report.

Teknisk og faglig kapasitet:
If a tenderer is not certified by the Norwegian Labour Inspection Authority, and is, thus, not in the register, the tenderer shall prove, by a declaration, that such certification will be in place by the start of the contract.
Documentation of relevant contracts in the previous three years with the following information: — Statement of the customer with contact information. — Description of the delivery. — The contract's scope and value. The Contracting Authority shall have the right to contact the stated references. Preferably use annex 5.

A statement of the tenderer's environmental competence and procedures which document the use of cleaning products, handling of waste and water consumption. If the tenderer is certified in accordance with ISO 14001, or equivalent standards, it is sufficient to submit a copy of a valid certificate.

Documentation that includes a short description of the provider's methods and procedures for quality assurance. If the tenderer is certified in accordance with ISO 9001 within the service area, or equivalent standards, it is sufficient to submit a copy of a valid certificate.

— Tenderers shall, when the contract is initiated, be a cleaning company certified by the Norwegian Labour Inspection Authority.
— Tenderers shall have good experience from equivalent deliveries.
— Tenderers shall have sufficient environment competence, management systems and routines for ensuring a minimal impact on the environment.
— Tenderers shall have sufficient capacity to complete the assignment.
— Tenderers shall have good and well-functioning routines and methods for quality assurance.
