The Norwegian Defence Material Agency (NDMA) (previously Forsvarets Logistikkorganisasjon — FLO) would like to enter into a non-exclusive framework agreement for up to 7 years for the development of prototypes, serial production and the installation of assembled material (brackets) (K2IS) for use in Norwegian military vehicles. The main focus will be serial production in separate premises, but the tenderer must also be able to develop prototypes and install ready-made assembled material in military vehicles.
The development of prototypes shall end up with technical drawings that form the basis for later serial production of brackets. These technical drawings and all the accompanying material and immaterial rights to the drawings shall be the property of the Norwegian Defence. The tenderer cannot give away, hire out, lease or in another way transfer the drawings to a third party.
Measurements for the development of prototypes and the installation of brackets shall be carried out in a military area and the companies (including their manpower — at least a minimum of 2) that would like to respond to this tender competition must be able to be security cleared by the relevant security authorities before the contract can be signed.
The serial production of existing brackets (approx. 300 pcs) shall be carried out in accordance with the specifications in the technical drawings that have been prepared for each bracket. When new prototypes are developed and approved by the Contracting Authority, they will be included in the assortment.
The technical drawings will be sent to companies who would like to respond to the tender after a Non-Disclosure Agreement (NDA) has been signed and provided to the Norwegian Defence Material Agency.
The total estimated amount for the entire period of the framework agreement is approx. 2,5 NOK-4 200 000 NOK.

Security Clearance:
It is a prerequisite for the contract that the Tenderer that wins the tender and the personnel (always a minimum of 2 persons) at the tenderer must be able to be security cleared by Forsvarsmateriell's department for industry security for Secret.
The chosen Tenderer, including 2 persons, must always be security cleared as the Tenderer must have access to military vehicles and K2IS material in order to be able to take measurements for the development of prototypes for assembly material that shall be assembled in the vehicles. In the same way the Tenderer's personnel must have access to military vehicles for assembling the assembly material. The vehicles will be made available for the Tenderer inside a military area. The vehicles that prototypes shall be developed for, or have assembly material assembled in, will, due to security considerations, not be able to be transported out of Norway. However, prototypes can be developed and/or brackets/assembly material can be assembled in Norwegian military vehicles that are stationed abroad for the Norwegian Defence's ongoing operations abroad.
