Egnethet til å utøve yrkesvirksomheten:
The tenderer shall submit a VAT certificate and a tax certificate.
— Tax and VAT certificate.
— The certificate must not be more than 6 months old. Any arrears must be explained and justified.
— Foreign tenderers must submit equivalent confirmation that government taxes and fees have been paid in the country where the tenderer has its registered place of business.
Tenderers shall have ethically responsible activity.
— Tenderers must not have legal convictions for corruption, fraud or money laundering, or be guilty of a criminal offence related to professional conduct during the last five years. Tenderers who do not fulfil this requirement will be rejected from the competition pursuant to the regulations §11-10 (1)e or §11-10(2)d/§ 20-12 (1) e or §20-12 (2)d. Confirmation that the requirement is met must be documented in the attached ‘Signature Form’.

The tenderer shall be a legally established company.
— Norwegian tenderers must provide an updated Company Registration Certificate.
— Foreign tenderers shall provide certificate(s) of statutory registration in the country where the company is established.
Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment.
— HSE self-declaration in accordance with Annex 2 of the Regulations which requires the tenderer to fulfil, or at least to fulfil by the time the contract is awarded, statutory requirements in Norway relating to health, safety and environment. The self-declaration must be countersigned by one of the company's employees.

Økonomisk og finansiell stilling:
The tenderers and their possible sub-suppliers shall have a minimum equity ratio of 10 % in comparison to the following formula and as a minimum be equivalent to 100 000 NOK.
Equity ratio in% = (Total equity x 100)/(Total equity and liabilities).
— The Contracting Authority obtains it's financial analyses from PROFF Forvalt. All companies the submit accounts to the Brønnøysund Register Centre will be registered in PROFF Forvalt. For these companies, it will therefore be unnecessary to provide the requested information.

— If a tenderer has a valid reason for not being able to provide the documentation requested by the Contracting Authority, he can prove his financial position with any other document that the Contracting Authority is able to accept. If a tenderer has such a valid reason, he shall make written contact with the Contracting Authority in order to clarify what other documentation will be accepted, by the deadline stated in point 2.2 Questions about the procurement.

Liability insurance.
— A copy of valid liability insurance must be enclosed.
Teknisk og faglig kapasitet:
Experience from equivalent projects.
— The tenderer must be able to document deliveries of at least three similar projects in the last five years. A list of the projects and their description and timing must be enclosed as documentation that the requirement is met.
Sub-suppliers.
The turnkey contractor may not have more than two sub-contractors below them in the chain without the builder's written approval.
The following documentation shall be enclosed with the tender:
— A list with an overview of sub-contractors who shall be used in the execution of this assignment. The overview shall contain names, addresses and organisation numbers for the sub-contractors, as well as describe which parts of the work are to be safe-guarded.

— Commitment Statement, partnership agreement or equivalent form of documentation demonstrating that the turnkey contractor prevails over the necessary resources for this assignment. The guarantee must be signed by the sub-contractor's authorised person.

Innskudd og garantier som kreves:
Alternative 1:
The turnkey contractor provides security for their contractual obligations equivalent to 10 % of the contract total, cf. NS 8407, see the agreement document.
Alternative 2:
Security shall be provided in the form of surety. See the agreement document.
