Vestby kommune has engaged an engineering design group (PG) for all designing.
The engineering design group has prepared the draft and preliminary project, while the engineering design remains.
Attached to the tender documentation is a copy of the signed agreement with the engineering design group, the engineering design group's tender and the invitation to tender for the engineering design group. Phase 3 of the agreement: Detailed design — will be transferred to the turnkey contractor at the signing of the contract.

Requirement 1:
The tenderer shall have settled conditions in relation to payment of taxes and VAT.
Documentation requirement:
Tax and VAT certificate that is not more than 6 months old. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2:
The tenderer must be a legally established company.
Company Registration Certificate.
Økonomisk og finansiell stilling:
Requirement 1:
The tenderer must have the financial capacity to implement the contract.
Documentation requirement:
1. The company's last 2 Annual Financial Statements including the Board's Annual Reports and Audit Reports.
2. Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating should be carried out by an officially certified credit rating institution.
Teknisk og faglig kapasitet:
Requirement 1:
Satisfactory capacity and resources are required to execute the assignment.
Documentation for requirement 1:
1. Report of the tenderer's capacity and resources.
2: Declaration from the tenderer that the tenderer has the necessary resources and capacity to execute the assignment within the progress specified in the tender documentation.
3: Main progress plan for the assignment.
Requirement 2:
The tenderer's key personnel are required to have good implementation ability and the competence to fulfil the assignment.
The turnkey contractor's engineering design manager should have experience with school buildings.
Documentation for requirement 2:
— Organisation plan for the project.
— CVs of offered project manager, engineering design manager and construction site manager, with the following content:
1. Education, courses, etc. in the relevant specialist area.
2. Experience from equivalent projects with account of implementation model/contract form, size and complexity, as well as the tenderer's role in the project.
3. Written reference from previous contracting authority's for the project manager, engineering design manager and construction site manager with provision of the assignment name, contracting authority, point in time of execution and the tenderer's role in the project.

Requirement 3:
The tenderer is required to have a good and well functioning Quality Assurance System for the services that shall be provided.

Report and documentation on the tenderer's quality assurance system;
or
A copy of the system certificate issued by an accredited certification body or equivalent documentation.
Requirement 4:
To ensure compliance with relevant environmental requirements of the contract, the tenderer must possess sufficient relevant environmental competence, and procedures for quality assurance of the services included in the contract.

Report on the tenderer's environmental expertise and procedures that document that the requirement for environmental expertise is met. If this is described in the company's quality — or environmental management system in accordance with ISO 9001, ISO 14001 or equivalent third-party verified systems, the submission of a valid certificate will suffice.
