Vestby municipality would like to enter into a contract for engineering design services for and the construction of New Bjørlien school. Bjørlien school is dimensioned as a 3 parallel 1st to 7th year school with up to 588 pupils and 38 teachers and 14 assistants (man-labour year). In addition there is provision for 5 administrative employees plus 1 works technician and cleaning personnel in 3 part time positions.
The school's planned gross area is: 7 199 m².
The enterprise classification of the project: 3 (PRO and UTF).
Vestby kommune has engaged an engineering design group (PG) for all designing. The engineering design group has prepared the draft and preliminary design, while the detailed engineering design remains.
Attached to the tender documentation is a copy of the signed agreement with the engineering design group (tender and tender documentation for PG) Phase 3 of the agreement — detailed design — will be transferred to the turnkey contractor upon contract signing.

Requirement 1: The company shall be legally registered.
Documentation for requirement 1:
Norwegian companies: Company registration certificate.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established. The documentation must, at a minimum, state:
a. the company's name and registration number;
b. the company's business address;
c. who can act on the company's behalf/bind the company.
Requirement 2: The company shall have its tax and duty payments in order.
Documentation for requirement 2:
Norwegian companies: Tax and VAT certificate, not older than 6 months from the tender deadline.
Foreign companies: Certificate that confirms that the contractor has fulfilled his obligations in accordance with the legal provisions in the country where the contractor is established.
Økonomisk og finansiell stilling:
REQUIREMENT 1: The tenderer shall have a satisfactory economic solidity in order to fulfil the contract.
Documentation requirement for requirement 1:
The tenderer's annual accounts including notes with the board's and auditor's reports for 2014 and 2015.
A credit rating report, more recent than six months, shall be enclosed.
Tenderers with valid membership in StartBANK can give their StartBANK ID as documentation for requirement 1.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers are required to have the necessary capacity and competence to fulfil the contract.
Documentation requirement for requirement 1:
— Report of the tenderer's capacity and resources.
— Declaration from the tenderer that they have the capacity to fulfil the contract in accordance with the presumed progress in this enquiry.
— Main progress plan for the assignment.
— O-plan for this project showing who shall have the different roles: Engineering design manager, project manager ITB manager and site manager.
Requirement 2: The company shall have experience from equivalent types of assignments in the last 5 years. Equivalent assignments: Teaching buildings and other types of buildings of an equivalent size and contract form for public developers.
Documentation Requirement for requirement 2:
Overview of the company's relevant deliveries that are completed during the last five months with the following information provided:
— Type of building
— Contract value
— Time period for the execution
— Form of contract
— The contracting authority's name and contact information (telephone number and email address). The references can be contacted if needed.
Requirement 3: The company shall have systems for quality assurance.
Documentation requirement for requirement 3:
The documentation shall be provided in one of the following ways:
— Description of the company's routines for quality management, with an emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement.
— If a tenderer holds an ISO 9001:2000 certificate, this can be enclosed.
Requirement 4: Tenderers are required to have sufficient environmental competence and procedures to comply with the requirements that are set in this contract.
Documentation requirement for requirement 4:
Report on the tenderer's environmental expertise and procedures that document that the requirement for environmental expertise is met.
If this is part of the quality management system in point 3, refer to this point in the quality management system.
Requirement 5: Turnkey contractors shall hold the necessary certifications/rights of responsibility within development class 3.

Valid proof of central approval within SEARCH, UTF. Optionally, documentation of equivalent qualifications can be delivered.
