Fredrikstad kommune (Fredrikstad municipality)

Fredrikstad municipality would like, in cooperation with Hvaler municipality and Østfold county, a framework agreement for the procurement of network components and a system for wireless network. The participants in the procurement collaboration are hereafter called the contracting authority. Fredrikstad municipality is responsible for the procurement process.
The contracting authority invites tenderers to a competition for a framework agreement for the procurement of network components with the emphasis on switches as well as a wireless network system. These have, in this notice, their own category and their own requirement specifications. Tenderers can freely choose to submit a tender for 1 or both of the categories.
Category A network equipment (annex 2A):
The framework agreement shall always cover the current need for network switches with the accompanying accessories such as gbic's, fiberpatch, DAC-cables etc. at the contracting authority. The contracting authority needs switches in a broad spectrum. Everything from small edge switches to central distribution switches and computer room switches.
New equipment must be able to function together with the contracting authority's existing network/infrastructure.
Category B system for wireless network (annex 2B):
The framework agreement shall at all times cover the current need for equipment and software for the wireless network.
This includes a central administration system and access points.
Fredrikstad/Hvaler will facilitate a gradually replacement of the current access points throughout the contract period. Østfold county intends to replace as many of the access points as possible during the first 2 years. A complete central system shall be installed and configured immediately after the contract has been signed. The system shall have integration with the customer's catalogue services, AD, for authentication of users and machines. The system shall include a guest portal with sponsor functionality and integration with social media for authentication.
A decision can be made in the contract period that Fredrikstad municipality shall have a wireless network in the town (town-network). There is great uncertainty as to whether this will be approved, its content, extent, etc. The contracting authority reserves the right to hold a separate competition for this if we assess it to be the most economically advantageous option.
Option 1:
The contracting authority shall have an option for annual software maintenance for the central system after the framework agreement has expired — for 5, 6 and 7 years (will be based on SSA-V). To be priced in annex 3 price form.
Contract type and length:
A framework agreement will be signed with 1 tenderer for each of the categories.
The framework agreement shall be based on the government's standard contracts for IT-procurements, the framework agreement (SSA-R) with call-off contract SSA-K.
Other contract forms than SSA-R will not be accepted, and significant reservations to the contract terms can led to the tender being rejected.
The framework agreement period is 2 years. The Contracting Authority shall have the option to extend the framework agreement for a further 1 year + 1 year, to a total maximum of 4 years.

Qualification Requirement:
The tenderer shall submit a VAT certificate and a tax certificate.
Documentation:
Tax and VAT certificates.
The certificate must not be more than 6 months old. Any arrears must be explained / justified.
Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its place of business.
The tenderer should have sound professional conduct.
o Tenderers shall confirm in the tender letter that they have acceptable professional conduct.
o If during the past 5 years the tenderer has been convicted of corruption, fraud or money laundering, or committed criminal offences concerning professional conduct, the judgement and case must be accounted for.
Qualification requirement:
The tenderer shall be a legally established company.
o Norwegian tenderers must provide an updated Company Registration Certificate.
o Foreign tenderers must provide certificate(s) of statutory registration in the country where the business is established.

Qualification Requirement:
Tenderers shall have sufficient economic and financial solidity to fulfil the contract obligations.
Documentation:
Tenderers shall obtain and submit a credit rating from AAA Rating (previously Dun & Bradstreet) or equivalent (not older than 6 months) and submit this with the tender. A creditworthiness of A is required to be eligible for this competition. If other credit ratings are used, the company shall have the rating credit worthy.

Newly started companies, or companies that are rated lower than A or equivalent, can instead present a parent company guarantee or extracts from the last 2 years accounts that document sufficient financial solidity to fulfil the contract obligations. Alternatively, a parent company guarantee, the auditor's report or a bank guarantee that provides equivalent security for the ability to fulfil the contract. If a parent company guarantee is provided, the parent company will be rated in an equivalent way so the requirement for A or equivalent thus applies to the parent company. Qualification Requirement:
Tenderers shall have good qualifications and capacity in relation to the contractual obligations.
Documentation:
o A short and general description of the tenderer, his organisation and areas of business.
o List of the 2 — 3 most important and most relevant deliveries during the last 3 years, including information about value and time frame, as well as the name of the public or private recipient.
o Description of the tenderer's methods for quality assurance of the delivery.
o If a tenderer intends to engage sub-suppliers, a commitment statement must be enclosed (Annex 6) that confirms that the tenderer has access to the necessary resources during the entire contract period.
