National road 23 Dagslett — Linnes — Start-up contract

The project national road 23 Dagslett — Linnes is approx. 5,5 km long and stretches from Hekleberg in Røyken municipality to Gilhus in Lier municipality. The contract is a start-up contract where preparatory works shall be executed for a main contract that will be published at a later date.
The start-up contract includes:
A. Gilhus: a new roundabout in the crossing between the existing national road 23 and the Gilhus road.
B. Gullaug: a new roundabout on the existing national road 23 and a temporary road for construction purposes up until the cross cut, including a culvert under the existing national road.
C. Daueruddalen: a left-hand turn on the National road 23 and a temporary road for construction purposes up until the construction site for the new National road 23.
The main load of the works Gilhus, Gullaug and Daueruddalen will take place in and close to the existing National road 23 with an average annual daily traffic (ÅDT) of 14 000 to 18 000 vehicles.

The start-up contract includes:

Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate, not older than 6 months from the deadline for receipt of tenders.
— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form.
If the tenderer is a working partnership, attached to the tender there must be a declaration of joint and several liability to the Contractor and third parties.
Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant. Documentation of equity is to be submitted the tender.
— The tenderer's annual average turnover should be at least as large as the annual turnover that the contract will generate. Documentation of turnover for the last 3 years should accompany the offer.
— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on reference projects shall be enclosed with the tender.
— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts that the tenderer has had in the last few years, with names of references at the contracting authority, shall be enclosed with the tender.

— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment. Competence and experience must be documented.
— The organisation of the implementation of the contract requires sufficient manpower and that the tenderer has sufficient capacity and ability to manage unexpected contractual conditions. A statement of how the tenderer will organise the execution of the contract.
