Sykehuset Østfold HF [Østfold Hospital]

The Contracting Authority wants a price on new barracks that shall satisfy the regulatory requirements in TEK. The barracks shall house a total of approx. 80 — 85 work stations. There shall also be a meeting room, kitchen, toilets and mechanical room. The total area required is approx. 950 m² distributed over 2 floors. There shall be facilitation for work stations in accordance with universal development on the first floor. The barracks solution should satisfy applicable laws and regulations, including the Workplace Regulations. Moving in is planned for February — March 2017.
The delivery also includes ground works, up and down rigging, adapted facade solution in accordance with architect drawings and connection to the necessary technical infrastructure (water, ventilation, electricity and ICT). The Contracting Authority will engage their own architect who will serve as the responsible applicant, where it is planned that the selected tenderer will take over the applicant function at awarding of the assignment.
The hospital shall be in normal operation during the construction phase. It is therefore important that there is focus on SHE (Safety, Health and Working Environment) throughout the entire construction period. The Contracting Authority will appoint an SHE co-ordinator in the engineering design and execution phase (KU and KP) as described in The Builder Regulation § 5.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

For Norwegian tenderers:

— Tax and VAT certificate;

— The certificate must not be more than 6 months old at the time of the tender deadline expiry. Any arrears must be explained / justified.

Foreign tenderers must submit equivalent confirmation or a self-declaration that government taxes and fees have been paid in the country where the tenderer has their place of business.

The tenderer shall have an ethically responsible business.

— If during the past 5 years the tenderer has been convicted of corruption, fraud or money laundering, or has committed criminal offences concerning professional conduct, the judgement and case must be accounted for. The attached self-declaration must be completed, see Annex A in the Qualification Documentation.

The tenderer shall document that the enterprise is legally established.

Norwegian tenderers:

— Company Registration Certificate.

Foreign tenderers:

— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers shall have sufficient financial strength to comply with the contractual obligations. The requirement can be documented in 1 of the following manners:

1) The tenderer shall obtain a credit rating from AAA Soliditet AS (previously Dun & Bradstreet) or equivalent, and enclose this with the tender. A creditworthiness of A is required to be eligible for this competition. If using other credit ratings, the company must at least achieve a rating of ‘credit-worthy without guarantees’. The credit evaluation shall be based on and contain as a minimum the fiscal figures for the last 2 fiscal years. Documentation should be no more than 6 months old from the tender deadline.

2) Newly started companies, or companies that are rated lower than A or equivalent, can instead present extracts from the last 2 years accounts that document sufficient financial solidity to fulfil the contract obligations. The accounts shall be accompanied by the auditors report as well as an explanation of which elements in the accounts have resulted in the company not being considered credit worthy, as well as an explanation on how the tenderer themselves assesses that the company has sufficient financial strength to execute the agreement obligations.

3) For companies that for other reasons wish to support themselves on another company's financial capacity to be qualified, a credit rating must be submitted for the company that the tenderer wishes to use as support, together with a commitment statement (see Annex 8). Please note that the requirement for commitment statement also concerns companies in the corporation. The requirement for rating A (credit worthy without guarantee) also applies for the company the tenderer supports themselves on. The credit rating shall be based on and contain at least fiscal figures for the last 2 fiscal years. Documentation should be no more than 6 months old from the tender deadline.

Teknisk og faglig kapasitet:

Tenderer should have extremely good qualifications and capacity related to the delivery, cf. point 1.3.2.

— A short and general description of the company and the company's organisation and areas of activity.

— A confirmation that the tenderer has the ability and capacity to undertake the assignment.

— A list of the principal and most relevant services/deliveries during the last 3 years, hereunder information about value and date, as well as the name of the public or private recipient.

— The tenderer shall state whether they intend to use sub-suppliers for fulfilment, and if so, for what portion of the contract. If the tenderer uses other companies' capacity to fulfil the contractual obligations, a commitment statement from the relevant company must be presented.

— Description of how the service provider is organised for the execution of this contract.

— Tenderers shall account for the staffing situation in the company during the last 3 years. Equivalent documented must be supplied for any sub-suppliers.

— Documentation of central approval in at least enterprise classification 2.

The tenderer should have extremely good technical capacity related to the delivery.

— A report of the equipment, machinery, tools, materials or technical equipment at the disposal of the tenderer for the execution of the contract.
