The aim of the procurement is to establish a framework agreement for consultancy services for management development. The contract shall cover the Contracting Authority's need for management development on an individual level and at group level. The contract covers, but is not limited to, the Parliamentary Ombudsman's management group. Other employees at the Contracting Authority, such as deputies, could also use services from the Tenderer.

The Parliamentary Ombudsman would like to enter into a framework agreement for consultancy services for management development at both individual and group levels. The Parliamentary Ombudsman shall be able to make call-offs on a broad spectrum of management development services, including, but not limited to,:— The consultants shall offer management group development with normative, professionally founded guidance.— The consultants shall offer individual management development through guidance and coaching at group level.— Tenderers shall offer possibilities for theme days, both with and without overnight stays and with theoretical and practical approaches.— The consultants shall offer individual advice and coaching.— Tenderers shall offer personality testing/structured mapping. The offered tests shall be serious and of good quality and those who interpret the test results and communicate them to the managers shall have solid experience with such work.

Egnethet til å utøve yrkesvirksomheten:
Tenderers shall substantiate that the company is legally established.
Company registration certificate or other certificates of registration in professional registers as determined by the legislation in the country where the tenderer is established. The certificate should not be more than 12 months old.
Økonomisk og finansiell stilling:
Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.
Norwegian tenderers shall enclose tax certificates for VAT from the tax collector (the county tax office) and a tax certificate issued by the chief municipal treasurer (form RF-1244 from the Directorate of Taxes) in the municipality where the tenderer has his main office. The certificate must not be more than 6 months old calculated from the deadline for receipt of the tender.
