National road 36 Skyggestein — Skjelbredstrand is a part of the Town Package Grenland phase 1. The project is fully financed by the government.
The project's extent:
— 3,5 km new 3 lane H5 road, through forest (which has been cut down) and cultural landscape.
— 1,6 km improvements to an existing road as well as the construction of a new foot and cycle path from Geiteryggen and further along county road 353.
— 8 concrete constructions. 3 bridges (240 m, 126 m and 80 m), 2 environment tunnels (90 m and 30 m), one foot/cycle path culvert and two stream culverts.
— 2 roundabouts shall be constructed, 2 T-junctions and 1 X-junction.
— As well as minor alterations and alterations to the existing road network.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— Tax and VAT certificate not older than 6 months.

— If the tenderer is a working partnership (a supplier group), a declaration of joint and several liability to the Builder and third parties must be enclosed with the tender.

— Organisation of the implementation of the contract requires sufficient manpower and that the tenderer has sufficient capacity and ability to manage unexpected contractual conditions. A statement of how the tenderer will organise the execution of the contract.

— The average of the H1-value for the last 3 years ought to be lower than 8.

If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender. See the tender documentation for calculating the H1 value.

— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form in the tender documentation.

Økonomisk og finansiell stilling:

Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. Documentation of equity is to be submitted the tender.

— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of turnover for the last three years should be submitted the tender.

Teknisk og faglig kapasitet:

The tenderer shall have experience from work of the same nature and degree of difficulty. Information on such shall be attached with the tender.

— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts the tenderer has had in recent years, with names of references at the contracting authority shall be enclosed with the tender.

— Tenderers who are newly established companies and cannot submit references, must be particularly careful to demonstrate that they have the what it takes to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment. The site manager shall have experience from site management of equivalent projects. Competence and experience must be documented.
