Norsk rikskringkasting AS (NRK) [The Norwegian Broadcasting Corporation]

NRK invites interested tenderers to participate in open tender contest for framework agreement regarding design, architecture and development services.
NRK aims to put in place a parallel framework agreement with a minimum of 3 and maximum of 15 providers, for each of the expertise areas. This is to ensure that we get a sufficient supply of large and small companies regardless of their own form of organisation and working methods.
The contracting authority has a varying need for ICT-professional support. NRK is in the front of using modern technology. The offered consultants must therefore comply with the contracting authority's great demands. The objective of the procurement is to enter into framework agreements with several providers who can ensure access to professional relevant ICT HR. The services shall basically be provided to the Department for Media Development, but the agreement will also be valid for all departments of NRK.
The Department for Media Development is responsible for NRK's on-line services, mobile and other media platforms. The Department for Media Development is currently responsible for NRK.no, on-demand, streaming and podcasting for NRK TV and Radio, Yr and NRK Super. The Department also develops applications for mobile phones, tablets and Smart-TV. These applications are ran on the operatives systems Android, iOS and tvOS.
The product development in NRK is based on NRK's responsibilities as a public broadcaster and with focus on the viewer/user requirements.

The framework agreement period is two (2) years from contract signing with unilateral option for NRK to extend the agreement two times by one year, so that total agreement period is four (4) years.

Annex 2: Company registration certificate or equivalent documentation that shows that the supplier is registered in a trade register in his home country. http://www.brreg.no/ The tenderer's organisation form will not be of significance when assessing the qualification. Tenderers shall enclose an updated company registration certificate with the tender, cf. FOA § 17-10 (1).

Annex 1: Certificate for paid tax, employer contribution and VAT.

http://www.kemnerkontoret.oslo.kommune.no/skatteattest/. The requirement is only obligatory for Norwegian tenderers, but international tenderers are encouraged to submit equivalent documentation. The certificate shall not older than 6 months, calculated from the tender deadline. If, due to conditions in the country's authority, it is not possible to submit a certificate newer than 6 months, confirmation of this is required from the authority in question. The tax certificate shall be enclosed with the tender. If the certificate is not submitted by the tender deadline and/or it is older than six months, the tender can be rejected, cf. FOA § 20-12 (1) letter b), cf. § 17-14.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial standing. Annex 3: Economic and financial standing shall be documented with the following information:

1. Last approved annual accounts with the annual report and the auditor's report as well as any recent information of relevance. If a tenderer has valid reasons as to why he cannot provide the requested documentation, a guarantee from a parent company that fulfils the qualification requirement, or alternative documentation in the form of, e.g., a statement from an auditor or financial institution that is suitable for fulfilling the documentation requirement, can be accepted. NRK will obtain a credit/solidity appraisal from Experian.
