NRK would like, via this notice, to receive tenders for a contract for taxi services for transporting persons at NRK Hordaland (Bergen) and NRK Tyholt (Trondheim).
The contract(s) shall ensure NRK reliable access to taxi services with prices and terms that are in accordance with the users' needs and expectations. It is also important to have simple routines for booking and payments.
Tenders can be submitted for one or both places in the competition.

Egnethet til å utøve yrkesvirksomheten:

The tenderer shall be a legally registered company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.

The company must not have significant arrears in connection to the payment of taxes and duties to the government. Documentation requirement: Tax and duty certificate, not older than 6 months calculated from the tender deadline. This is to be presented as one document, which shall be ordered by the tenderer in Altinn — Ordering certificates. Any arrears and other notes must be explained.

The tenderer shall confirm compliance with statutory Norwegian requirements for Health, Safety and Environment (HSE). Documentation requirement: Signed HSE self-declaration.

Økonomisk og finansiell stilling:

The contracting authority has requirements for the supplier's financial and economic position. Good solvency which will guarantee execution capabilities throughout the entire term of the framework agreement is required. Documentation requirement: Accounts; The company's annual accounts with the auditor's report for the last 2 years shall be enclosed. Credit assessment: — Credit/solidity assessment from a certified credit rating company shall be submitted with the tender. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past 3 years. Key figures for liquidity and equity ratio must be shown. — The assessment must not be older than 3 months from the tender deadline. NRK retains the right to undertake an assessment free of charge of the tenderer's economic and financial standing through Experian unless the tenderer in the letter of offer expresses otherwise. If a tenderer is in doubt as to whether the documentation of financial capacity will be seen as sufficient, alternative documentation can be accepted that verifies a financial ability to fulfil the contract.

Teknisk og faglig kapasitet:

Tenderers shall document competence and the professional capacity to provide the offered services to NRK — Tenderers shall be a well-established service provider of taxi services in one or several of the geographical areas included in the competition. — Tenderers shall be a taxi centre certified by either Bergen or Trondheim municipality — Tenderers shall, at a minimum, have both passenger cars/estate cars and minibuses/maxi-taxis in their portfolio. Describe the selection of vehicles and how many there are of each type. — Tenderers shall also be able to transport disabled persons and children. — Tenderers shall have strategies to keep up with developments within their service area — Tenderers shall have a quality assurance tool —Tenderers shall substantiate their work to reduce pollution — Tenderers shall describe their competence in handling customers that are major companies. — Tenderers shall describe their system for recruiting and training drivers. Documentation requirement: All the points shall be documented separately in such a way that they can be concretely assessed against the relevant service categories.

Tenderers shall state at least 3 relevant, actual and well documented recent references. The references must be from customers of an equivalent size and complexity to NRK. Documentation requirement: The references shall, as a minimum, be described with the following information: — The customer's name — Contact information at the reference customer; name, position, e-mail address and telephone number — A detailed description of the deliveries — Date and length — Any achieve improvements in the service's quality for the customer.
