The contract comprises the following main amounts (approx. figures): 1 000 tons steel constructions, 57 000 m2 form-work, 10 000 m3 concrete, 1 700 tons reinforcement and 6 000 m2 biaxial hole covers. Necessary rigging for own workers is included, excluding barracks for changing, eating and offices.Planned construction start October 2016 with completion December 2017. The plan is tentative.

After signed confidentiality statements and e-mail addresses have been provided for your representatives, the tenderers will, from 11.2.2016, get access to the complete tender documentation in a separate project room (Projectplace). This will include annex B2 Requirements/Service Description and annex F Drawings and documents, which are not available on Doffin and TED as they are exempt from the public for security reasons. Documents that are exempt from the public are to be returned after the contract work has been completed. Special conditions for the rigging: There will not be a separate rigging contract. The contractors shall, as a starting point, provide their own rigging. Equipment that is normally assumed to be hired and contractors who join hire contracts for equipment that shall be used later. It is assumed that the main crane (called C2) will continue to be used for contract M003 Framework. This means that the supplier Kranor will be a sub-supplier to the contractor who is awarded the framework contract. If the tenderers for procurement M003 Framework can offer another alternative/solution that is equivalent or more cost efficient for the contracting authority as the solution of using Kranor, this will be accepted. The crane foundations for crane C3 are planned for a crane type MD 365 from Kranor. The contract is free to adapt the foundations to another crane. Cf. Annex B2 point 8.11. Requirement:

The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

Certificate for tax, payroll tax and VAT, not older than 6 months. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must be a legally established company.

Norwegian companies: Company Registration Certificate

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement:

Tenderers must have the financial capacity to implement the assignment/contract.

Documentation requirement:

The company's last three annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.

Teknisk og faglig kapasitet:

Requirement:

The tenderer shall have significant experience from equivalent assignments. Equivalent assignments mean steel and concrete frameworks with an equivalent complexity, including concrete covers over large spans and a contract value of more than 50 000 000 NOK for the framework.

Documentation requirement:

A short description of three relevant reference contracts in the last 5 years, with a transferable value. References/certificates on provided reference assignments can be collected.

The following information should be provided for each reference project on one A4 page:

— Project name and size in m2 and cost;

— Type of project/building;

— Name of the Contracting Authority with reference person who can be contacted;

— Assignment content;

— The assignment's contract total excluding VAT;

— Start-up date and completion date.

The tenderer must have sufficient capacity.

A description of the tenderer's technical personnel, including how the construction site will be staffed. In addition to a description, an organisation chart shall be prepared showing the key personnel's placement in the planned organisation for this assignment.

A description of available resources if there is a need for extra staffing.

A description of the technical units (number and type of machines) that the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.

CVs shall not be presented here.

If it is necessary to rely on other companies' capacity to meet the qualification requirements, documentation is required to show the contracting authority that the company has the necessary resources available, for example in the form of a commitment statement from these other companies (see the attached template for this). Cf. The Public Procurement Regulations, §17-8 (2nd and 3 paragraphs) and § 17-9 (2nd and 3 paragraphs). The declaration shall be enclosed with the tender.
