Løvstien stage 4, consultancy and engineering design services

The procurement is for multi-disciplinary consultancy and engineering design services with the accompanying preliminary surveys and risk and vulnerability analyses for the final stage of Løvstien footpath (stage 4) in Bergen municipality. The path is located along Løvstakken's east side, see the attached development plan, annex II.1. Stage 1 was completed in spring 2009 and stages 2 and 3 in January 2015.
Stage 4 is approx. 2 km and is partly located in steep and very demanding terrain and large parts of the stretch are very close to buildings. This means that there are major requirements for the engineering design work, not least as regards safety. SHA in the engineering design phase will therefore be emphasised.
The ground conditions in the area vary and are mainly consist of uncompacted matter, screen and rock. There are no registrations or suspicions of polluted matter within the area.
The total project cost is approx. 27 000 000 NOK including VAT.

Requirement: The company shall be legally registered.
Documentation: Norwegian companies: Company Registration Certificate.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established. The documentation must, at a minimum, state:
a. The company's name and registration number; b. The company's business address; c. Who can act on the company's behalf/bind the company.
Requirement: The company's tax affairs shall be in order in relation to payment of tax and charges.
Documentation: Norwegian companies: Tax and VAT certificate, not older than 6 months from the tender deadline.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled the obligations regarding fees in accordance with the laws of the country in which the tenderer is established.

Økonomisk og finansiell stilling:
Requirement: The company must have satisfactory finances to carry out the assignment.
Documentation: Norwegian companies: The Contracting Authority will obtain information on the tenderer's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have provided financial statements to the Brønnøysund Register Centre will be registered through Proff Forvalt). Teknisk og faglig kapasitet:
Requirement: The company shall have competence and experience within the relevant disciplines, and shall have carried out assignments of the same complexity/degree of difficulty and scope/size.
Relevant professions are:
— Project Group Manager,
— RI road/sites,
— RIB construction,
— RIG geotechnics/ROS,
— RIE electro/lighting,
— RIVA water/sewage,
— SHA management,
— Lark.
Foreign companies: Experience is required from assignments in which the engineering design services were based on Norwegian law and rules.
Documentation: The company's relevant assignments from the last 5 years, use the attached template.
Assignments that have their guarantee period within the last 3 years will also be relevant. Give a short description of the project and relevant disciplines in the reference list, annex 1.2.
Foreign companies: Documentation shall be enclosed that states that the project was carried out in accordance with Norwegian rules.
In cases where the company does not have the necessary qualifications, but relies on other contractual partners to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be enclosed in accordance with point 3.5.1 and the attached template.
