The objective of the procurement to fulfil the need for nursery school places and shelter accommodations in the municipality. The procurement will occur through a pre-qualification and competition with negotiations leading to award of contract to a suitable service provider. At the time of the announcement, the Contracting Authority had not made a final decision on the execution model. The Contracting Authority will have made a final decision regarding the execution model well before the expiry of the application deadline.
The target for completion of the project is in Autumn 2018. To achieve this target, the Contracting Authority must fine an affective execution model that over time also secures price and quality. Achieving framework permission will be critical for the selection of the execution model.
The contract consists of the following:
— Design (First and foremost relevant if the Contracting Authority selects partnering contract with design in the competition phase).
— Engineering design.
— Development.
— Preparation of FDVS plan for the project.
The tenderers shall also, in the competition phase, approve the life cycle costs of the selected solution.
The objective for this phase of the procurement process is to pre-qualify a minimum of 3 and maximum of 5 tenderers, who will be invited to submit tender offers in the negotiated competition.
Both individual companies and groups of several companies (consortiums) can apply to be pre-qualified.

— The tenderer shall have his tax and VAT payments in order.

Foreign tenderers must prove that the company is registered in a professional register or business register as prescribed in legislation in the countries where the tenderer is established.

Tax and VAT certificate. The certificate must not have been issued more than 6 months before the application deadline expires.

Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.

If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

— Tenderers shall be a legally established company.

— Liability insurance.

Copy of valid liability insurance, cf. NS 8407, ch.8.2.

Økonomisk og finansiell stilling:

— Good economic solidity is required.

The tenderer's annual financial statements, annual report and audit report for the last three years and recent information which is of importance to the tenderer's fiscal figures. Financial statements, annual report and audit report are what Norwegian companies send to the Brønnøysund Register Centre.

Credit analysis of the tenderer over the last year, issued by a recognised credit rating agency.

Information on economic conditions or losses which are not documented in other places and which require documentation in accordance with Norwegian and/or international accounting standards.

Teknisk og faglig kapasitet:

— The tenderer shall have very good implementation ability. This means that the tenderer must have sufficient technical qualifications (competence, capacity etc.) to be able to fulfil the contractual obligations. Hereunder tenderers are required to have completed reference assignments of approx. the same type, complexity and extent.

Expertise:

The tenderer shall prepare a competence matrix for each area of responsibility/profession. The following areas of responsibility shall, at a minimum, be included in the matrix: (1) project management, (2) architects, (3) landscape architects, (4) technical consultants (engineering designers). An overview shall be given of available resources based on education and professional qualifications that the tenderer can use within each of the general and special disciplines. For each individual area of responsibility, it shall be stated which company shall conduct the assignment (if sub-contractors are used). CV s are not to be submitted. As a minimum requirement, tenderers must document that the project organisation has at least one member with a minimum of 5 years experience from engineering design and construction of nursery schools and/or sheltered accommodations. Experience from similar assignments:

— The tenderer must provide the 5 most relevant assignments from the last 5 years, including their values,dates and recipients. As a minimum requirement, the tenderer's system supplier is to document the construction of at least 1 nursery school and/or sheltered accommodations.

— The tenderer must provide a name and email address for a reference person at the recipient for each of these most relevant projects. The contracting authority reserves the right to contact the stated reference persons.

— The tenderer shall have sufficient right to be responsible for the initiative.

— Valid certificate for Central certification for the right to responsibility for enterprise classification 3 for respectively SØK, PRO and UTF.

— Documentation that the company meets the requirement of the right to responsibility in enterprise classification 3 for SØK, PRO and UTF.

— A good, well functioning quality assurance system is required.

— An account of the tenderer's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful way.

— The leading company in the contractor group shall enclose an example of a project plan from a completed project that includes: an activity description, documentation and achievement measurements (activity, costs and progress).

— Tenderers are required to have routines/procedures and competence connected to handling environmental impact when carrying out projects.

— Documentation should be in the form of an environmental declaration for contractors, possibly with environmental certification proof (ISO 14001, Miljøfyrtårn or equivalent).

When deciding on which tenderer is best qualified, the contracting authority will focus most on the qualification requirement — ‘the tenderer's implementation ability’, cf. point 2.4.
