Lindelia BBS and Lindelia Boliger — turnkey contract

Bærum municipality

2 contracts shall be signed with a property developer for the implementation of the following projects:
— 501642 Lindelia Residential and treatment centre;
— 501595 Lindelia sheltered accommodation flats for mental health and drugs and alcohol.
Both buildings shall be established on the site with addresses Lindelia 41-51.
The residential and treatment centre shall house 131 places over 3 floors with an underground basement. The area is calculated to approx. 13 600 m².
The sheltered accommodation for mental health and drugs and alcohol shall house 10 residences as well as two training residences. The sheltered accommodation is planned to have 2 floors, as well as a basement for storage cupboards, cloakrooms, laundry room and technical installations. The area is calculated to approx. 1 500 m².
A new road shall also be developed from the county road and up to the site for both projects.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The company shall be legally registered.
Documentation: Norwegian companies: Company Registration Certificate.
Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established. The documentation must, at a minimum, state:
a. The company's name and registration number;
b. The company's business address;
c. Who can act on the company's behalf/drawing entity's company.
Requirement: The company's tax affairs shall be in order in relation to payment of tax and charges.
Documentation: Norwegian companies: Tax and VAT certificate, not older than 6 months from the tender deadline. The certificate can be ordered from Altinn.
Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled the obligations regarding fees in accordance with the laws of the country in which the tenderer is established.

Økonomisk og finansiell stilling:
Requirement: The company shall have a credit rating that at least is equivalent to good creditworthiness, and otherwise have sufficient finances to implement the assignment.
Documentation: The company's annual financial statements or extracts thereof.
The contracting authority will obtain a credit report from Experian Credit Services. The report contains the auditor's report, negative payment remarks, accounts and rating history, and shall be based on the last known accounting figures.
In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be enclosed in accordance with point 3.3.

Documentation: Overview of turnkey contractor's relevant reference assignment in the last 10 years.
In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a signed binding statement shall submitted, cf. point 3.3 and annex 1.

The applicant's technical and professional qualifications will form the basis of the selection.
Particular emphasis will be put on the following:
— Experience with turnkey contracts;
— Experience from projects that include nursing homes and sheltered accommodation residences;
— Experience from projects that cost-wise are close to or more than the project included in this contract;
— Recent projects (carried out in accordance with TEK 10) will count more than older projects.
