Egnethet til å utøve yrkesvirksomheten:

Requirement #1: Tenderers shall have their tax, payroll tax and VAT payments in order. Tax certificates must not be older than 6 months old when calculated from the tender deadline.

A Tax Certificate is defined as:

For Norwegian tenderers: A tax and VAT certificate.

Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Requirement #2: Tenderers shall have good conduct. — Filled in and signed HSE self-declaration. Use the tender documentation's Annex F — Self-Declaration on Conduct.

Requirement #3: Tenderers shall ensure good working conditions in the supplier chain.

The contracting authority works to promote good working and environmental conditions at suppliers and requires that the supplier, when fulfilling the contract, follows the eight basic ILO conventions and systematically works to ensure that the company's sub-suppliers comply with the requirements.

Documentation requirement: A signed self-declaration on the eight basic ILO conventions (use the tender documentation's Annex G — Self-Declaration — The eight basic ILO conventions) or possibly the company's own guidelines for ethical trade (Code of Conduct) that deals with the same conditions as the mentioned ILO conventions.

Requirement #4: Tenderers shall have a returns scheme for electrical material in accordance with the regulations on recycling and treating waste. Documentation shall be submitted stating that the company (the tenderer) fulfils the Norwegian Environment Agency's requirements (see the Regulations on recycling and treating waste 1.1.2016) for a returns scheme for EE products (including light sources).

Requirement #5: Tenderers shall have a scheme for the collection and final treatment of packaging. Documentation shall be submitted stating that the company (the tenderer) is a member of Grønt Punkt Norge AS (or equivalent return scheme).

Requirement #6: Tenderers shall fulfil the requirements of Norwegian legislation with regard to health, safety and the environment.

Documentation requirement: Annex B — HSE self-declaration in the tender documentation. This self-declaration shall be signed by the manager and countersigned by 1 of the employees.

Økonomisk og finansiell stilling:

Tenderers provider shall have sufficient economic and financial strength to be able to fulfil the contract.

Attached with the tender, should be a printout of a credit rating which shows the financial ranking. A printout from Dun&Bradstreet, Creditinform or an equivalent credit rating agency. The credit rating ought not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that the contracting authority can assess different ratings up against each other.

The tenderer may choose to rely on other companies' capacity to fulfil the requirement for the tenderer's economic and financial position. The tenderer must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (Annex C), guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a co-operation partner or similar.

The contracting authority reserves the right to ask for the annual accounts, including notes with the board's and auditor's reports for up to the last 2 years.

Teknisk og faglig kapasitet:

Requirement # 1: The tenderer must have adequate implementation capability.

A short, general description of the company shall be given, including:

— An account of the company's business concept and core competencies related to the scope of the delivery.

— An overview of the company's history, organisation and ownership, as well as a description of the current business activities.

— Description of how the service provider is organised for the execution of this contract.

— A concise description of the overall quality assurance system that the supplier will apply in carrying out this contract must be given.

— The names and CVs of those who shall provide the consultancy services are to be submitted.

Tenderers can choose to rely on other companies' capacity to fulfil the technical and professional qualification requirements or to strengthen their technical and professional qualifications. Tenderers must, in such an event, document the resources of the companies on which he will rely and prove that he will have the requisite resources from these companies at his disposal during the contract period, by, for example presenting a declaration of commitment (use the tender documentation's Annex C Commitment Statement), guarantee, co-operation agreement or similar. This applies regardless of the legal nature of the connection between the companies, i.e. that the supporting companies can either be the tenderer's parent company, another company in the same group, a co-operation partner etc.

Requirement 2: Tenderers shall have sufficient experience from similar deliveries.

Documentation requirement: Overview of relevant deliveries in the last 3 years. The overview shall, at a minimum, contain:

— A brief description of the delivery.

— Time of execution.

— Scope of delivery in monetary amount.

— Name, and telephone number of the reference person at the contracting authority.

The Contracting Authority must have the possibility to contact the contact persons who are listed.

Tenderers shall have sufficient implementational ability and experience from similar deliveries in order to fulfil the contract.

The tenderer shall document that the enterprise is legally established. This is to be documented by a Company Registration Certificate.
