The contracting authority would like to get tenders for the delivery of lease vehicles distributed between standard vehicles (passenger cars), electric vehicles and vehicles in the category other vehicle types (goods vans, minibuses, lorries, combined vehicles, passenger cars). Tenders can be submitted for lots; a) standard vehicles, b) other vehicle types and c) electric vehicles, possibly all of the above lots. In this competition electric vehicles will be an option that the contracting authority can choose, but is not obligated, to take up.

The framework agreement is estimated to have an annual value of approx. 8 000 000 NOK. The total contract value for the entire contract period will be approx. 32 000 000 NOK. The amounts are a guideline and they include VAT. The amounts do not carry any obligations for the municipality or rights for the tenderer. Subject to changes in volume as a result of changed financial framework conditions and municipal activity.User locations/user area for the lease vehicles is i.a. the home service (care), different types of health services, child protection, municipal engineering services and administration.

Egnethet til å utøve yrkesvirksomheten:

Tenderers are required to have a legally established company.

Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre.

Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tenderers must not have significant tax and VAT arrears or an approved repayment plant shall be in existence.

Norwegian companies: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers shall have settled financial conditions and the financial capacity to fulfil the contract and shall, as a minimum, achieve a rating of creditworthy.

As documentation, the contracting authority will obtain a credit rating from Experian (the contracting authority subscribes to services from Experian).

The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the supplier's economic situation.

Teknisk og faglig kapasitet:

Tenderers shall have experience from at least 2 relevant assignments for the delivery of equivalent vehicles as those described in this tender documentation as regards the extent and degree of difficulty.

As documentation the tenderer shall present a list of the most important relevant assignments in the last 3 years, including information on the value, date and recipient (names of the client). Based on the list(s), the tenderer shall state the names and e-mail addresses of contact persons at the two most relevant references. The references will only be contacted if required.

Tenderers shall have the capacity, resources and competence to provide the necessary service and technical assistance.

The garage shall be located within 20 km of the centre of Sandnes.

1. Tenderers shall give brief information on their own organisation, ownership, number of employees, trade departments as well as location;

2. A description of the tenderer's garage/service resources and competence is also wanted. An overview shall be given of the relevant service personnel.

If a tenderer does not have a suitable garage/service resources, the tenderer shall enclose binding documentation from a sub-supplier, which substantiates that the tenderer has access to the necessary resources required for providing the necessary service and repairs.
