The contracting authority would like tenders for 1 LCMSMS instrument for use at the Hormone Laboratory, section for chromatographic methods and mass spectrometry. The instrument shall be delivered completed and, in the best possible manner, see to the requests and requirements stated in the tender documents.The contracting authority would also like tenders for options, c.f. the competition provisions, point 1.8. The offered equipment shall have at least 2 years guarantee for all parts.Intended use:The Hormone laboratory is one of two special laboratories in Norway for analysing hormones and a wide endocrinological analysing spectre. In addition to serving the clinics in diagnostics and follow-up of patients, the entity is aimed at increasing knowledge of the discipline endocrinology. Research is carried out in close cooperation with the University of Bergen. The development work is aimed at method development, particularly within mass spectrometric analysis methods (LCMSMS). The Hormone laboratory has initiated a process for certification in accordance with NS-EN ISO 15189.Approx. 400 000 analyses are ordered annually in routine operation. Several of these analyses are made as a mass spectrometric method at the section for chromatographic methods and mass spectrometry. Several methods are used within research and development and routines are being developed. The requested instrument shall have high sensitivity and shall be able to be used for method development and the analysis of research samples, including serum with low levels of oestradiol. The instrument shall also be able ot analyse steroid hormones in spit and other matrix.The requested instrument shall be able to be used for research, as well as routine clinical activities.See Part 2 Annex 2 — Specifications for further detailed information.

Intended use:

Beskrivelse av opsjoner:

The Contracting Authority shall have option to expand the agreement with the following products/services:

1. Service contract level 1.

2. Service contract level 2.

3. Service contract level 3.

4. User training for 8 users.

5. User training for 2 super users.

6. User training — subsequent training super users.

7. Ionic sources, c.f. Part 2 Annex 2 Requirement Specifications, point 11.

8. Additional equipment for increased capacity, c.f. Part 2 Annex 2 Requirement Specifications point 44.

9. Additional equipment for on-line extraction, c.f. Part 2 Annex 2 Requirement Specifications 54.

10. Additional equipment for post column modification of analytes, c.f. Part 2 Annex 2 Requirement Specifications point 55.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

A. Norwegian tenderers are required to have fulfilled their tax and VAT payment obligations.

Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.

The certificate shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.

The certificates shall not show significant arrears. The certificate must not be more than 6 months from the deadline for receipt of tenders.

B. The tenderer is shall be a legally established company.

The tenderer can document this by submitting a copy of their Company Registration Certificate. Foreign companies shall submit proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

A. The supplier must have the financial capacity to fulfil the assignment/contract.

— Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially approved credit rating institution.

We reserve the right to obtain a credit rating on our own initiative from a reputable rating company.

The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.

Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied.

In such cases, this can be compensated by providing alternative documentation together with the tender.

— Latest annual financial statement with notes including auditors certificate.

— Income statement and balance for the last six months if it is more than six months since the last annual financial statement.

— Tenderers are free to substantiate their economic and financial position by any other document, including for example by a parent company guarantee.

Teknisk og faglig kapasitet:

A. The tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations.

— Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past three years, including information on the value, date, and recipients. See Part 1 Annex D. Certificates issued or verified by the Contracting Authority can be attached.

B. Tenderers shall have good implementation ability/capacity.

— Tenderers shall enclose a description of their technical personnel or technical units they have at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

C. Tenderers must have a well functioning quality assurance system for the services that shall be provided.

— If the routines that are described in the tenderer's quality assurance or control system are in accordance with the ISO standard or equivalent 3rd party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
