Landåssvingen 15, engineering design services in a group contract

Bergen Municipality

Bergen municipality has taken over the old teacher college in Landåssvingen 15, Cadastral no. 161 title no. 699,702 and 706.
The property is on a plateau at Landås on contour +110 to +115, with good sun conditions and views, but exposed to wind and rain. Bordered in the west and south by Landåssvingen and in the north and east by a recreational area and Kanonhaugen. The surrounding buildings are low blocks and small houses.
Landås church, Landåshallen, Landås old people's centre and Ulriken/Landås school all are within a radius of 250 m. There is a bus route in Landåssvingen, but there are more routes 200 m down in Natlandsvegen.
The buildings were constructed in 1963-65, designed by the architect Aage Blich and they consist of the original 5 buildings with 3-5 floors grouped in a L shape with period-style terrain adaptation. In 1995 a new building of five floors was constructed inside the L shape with a glass covered walkway against the previous buildings. This was designed by the architect group Cubus.
The last building is called Building A and it includes auditoriums, a canteen, teaching rooms and offices. Building B includes a library, building C administration premises and an aula, building D consists of three gym halls with changing rooms/showers and E teaching rooms/special rooms and building F is a swimming pool. The buildings have a total gross area of 17 683 and a net area of 15 124 m². See the attached table for a detailed area overview divided between the floors and buildings.
In addition to the recreational/green areas with footpaths, the property has three car parks with approx. 100 places and a sports centre with an artificial grass pitch of 35 x 55 m and athletics/local environment facilities.
The current development plan is from 1963, the new plan work stopped in 2001 in accordance with the decision on the new Bergen University College. The buildings are not listed as worthy of protection in the municipal sector plan from 1996. The library in building B has, according to our assessment, such qualities both in its design and use of materials, that it ought to be kept unchanged.
There are possibilities for some development on the property, but this will probably requirement working out a new development plan.
Bergen municipality has acquired the property in order to use it for teaching/sports/arts purposes. It is temporarily being used as a refugee reception centre until the end of 2016.
A final decision has not yet been taken as to future users, but the following is provisionally proposed:
— Adult education (merging two previous entities).
— International School of Bergen with a nursery.
— Organisations in the city district culture/sports.
There is currently only a rough estimate of the users' area requirements. A more detailed area programme is being prepared by the users and this will form the basis for the further work with the draft/preliminary project.
A condition report and energy analysis are available for all the buildings, which were carried out by the previous owner. EFU has also carried out a site inspection of the premises. The main impression is that the property appears as solid and well maintained, but with an accumulated need for upgrading relatively large areas. The buildings are approx. 50 years in 2013, but they are expected to be fully usable for the next sixty years with normal periodic investments and normal value protecting maintenance. The city council also decided the following in March 2014 regarding the procurement of the property:
‘2. A detailed assessment will be carried out of the use of the areas and economy, with a focus
on finding area economic and cost saving systems.’
After this the EFU has carried out a feasibility study with Fortunen AS as the consultant. The study was submitted in May 2015 and it concluded that there was room for the desired functions provided that a reorganisation/streamlining of the areas is carried out for the Adult Education.
The remaining ‘tower block’ at Landås school could also be looked at, if there is not room for all of the Adult Education in Landåssvingen 15.
This assignment is firstly for preparing a draft/preliminary project for the use of the building. In addition the necessary upgrades to the buildings shall be reviewed in order to fulfil the requirements in the current TEK.
