Kristiansund Kommune c/o Property Operations invites tenderers to submit tender offers on the delivery of services as a Turnkey Contractor in connection with the construction of a new nursery school in Karihola, address: Tareveien 2, 6515 Kristiansund.
The desired services are construction of a new nursery school building, demolition of the existing nursery school building, and outdoor works.
Start of works is planned for January 2017.
The nursery school shall have eight departments, of which four will be for infants and toddlers, and four for big children. At full capacity there shall be place for 14 infants and toddlers and 21 big children per department, altogether 56 +84 + 140 children.
Furniture and fittings shall be delivered in separate contracts.
Documents regarding the Tender documentation and requirement specifications follow as attachments.
Language: Norwegian.
Construction time shall be entered in the associated goods line in Mercell (under products).
Due to technical program details, it is noted in Mercell that price is the only evaluation criteria.
NB: It is Price AND Construction Time that will be evaluated, refer also to Part 1, point B.4.1.

Requirement 01: The tenderer shall have their tax and VAT payments in order. Documentation requirement: — Tax Certificate/VAT Certificate. A certificate for tax and a certificate for paid duties issued either by the local tax office or the tax collection office where the tenderer has their headquarters. See (http://www.skatteetaten.no/no/Alt-om/Skatteattest/) —Foreign tenderers shall submit certificates from equivalent authorities to the Norwegian ones.

Requirement 02: The tenderer shall be a legally established company. Documentation requirement: Company registration certificate.

Økonomisk og finansiell stilling:

Requirement 03: Tenderers must have good economic and financial strength in relation to the operations in general and in relation to the nature of this procurement. A minimum overall credit rating character of A (credit worthy) or better is required, outlined in the RavnInfo.no rating. Documentation requirement: The contracting authority will obtain information on the credit rating via RavnInfo.no credit information company. It is therefore unnecessary to submit these details. (RavnInfo.no contains key information on all enterprises in Norway). The tenderer is requested to check if such information is available at RavnInfo.no If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove his financial position with any other document that the Contracting Authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 04: The tenderer's company and the tenderer's sub-consultants and sub-contractors shall have sufficient implementation ability and capacity. Documentation Requirement: A brief note/report that substantiates that there is sufficient capacity. Hereunder the company's total staffing, and the intended staffing for the project. This should be divided into discipline groups according to the construction parts table, level 1. Completed overview of the tenderer, demonstrating the intended discipline/part of the project and name of sub-contractors as well as the company number and executive officer should be enclosed. Changes of 1 or more of the sub-contractors in the execution phase can only be done if the Contractor pre-approves the change.

Requirement 05: Tenderer's must have sufficient experience from relevant projects. Tenderers must document relevant reference projects as a turnkey contractor. Documentation Requirement: Reference list describing the company's five primary executed references during the last five years. The references shall provide the project name, contracting authority, year of completion, contract value, enterprise classification, form of contract and contact person.

Requirement 06: A good and well-functioning quality assurance system is required for the services that shall be provided. Documentation requirement: A statement regarding the company's quality assurance system/quality management system or a Copy of the ‘System Certificate issued by an accredited certification body or equivalent documentation.’

Requirement 07: The tenderer's company must have the necessary procedures to handle hired resources. Documentation: Note demonstrating procedures for handling of hired resourced.

Requirement 08: Tenderers and the tenderer's sub-consultants and sub-contractors must document the necessary qualifications in accordance with the valid Planning and Building Act enterprise classification 2, for Fire Engineer Consultant enterprise classification 3. Documentation: Copy of central certification of the company. If the tenderer, consultants or sub-contractors do not have central certification, the tenderer must substantiate that declarations of responsibility will be accepted. Copy of previously awarded right to responsibility can be attached as supporting documentation. (Foreign tenderers should document equivalent competence.).
