Kristiansand municipality

Kristiansand municipality has approx. 88 000 inhabitants and the education sector is responsible for nearly 16 000 children and pupils divided between 40 primary and secondary schools, 27 public nurseries, 47 private nurseries and 26 private family nurseries.
The contracting authority's current administration ‘system’ is made up of several (mainly old), free-standing systems with different interfaces, limited functionality and little degree of integration between them. The systems are mainly run on separate servers in a separate network. The systems are largely seen as out of date with little intuitive user interface, not enough availability and with far too little interaction/integration/re-use of data between the different systems.
The contracting authority requests a new education administration system (hereafter called OAS), which shall, to the greatest possible degree, take over and take care of all the administrative functions required to administer all the municipality's children (in ages 0 — 16 years) from nursery, primary and secondary school and before-and-after-school care until they transfer to sixth form colleges.
Our general vision the new OAS is:
All users of the system, employees, pupils, parents/guardians and others shall experience the OAS as one system and one resource that simplifies each person's daily life.
The system is to have a secure, easy log in and user interface that is adapted and optimised for each user (their role) with intuitive and self-explanatory user interface.
The system is to be fully integrated with all other necessary systems and it is to give the user a uniform experience where all OAS related functions are followed-up and taken care of in one and the same log in.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
3.1.1. Tax and VAT certificates. Requirement: Tenderers must have submitted statements and paid tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate must not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified. Tax and VAT certificate for sub-providers expected to be involved in the assignment shall also be submitted.

3.1.2. Self-declaration HSE — Requirement: Tenderers shall fulfil legal requirements in Norway within health, safety and the environment (HSE). Documentation: An enclosed HSE self-declaration (V1 — HSE self-declaration), completed and signed.
3.1.3. Company Registration Certificate. Requirement: The tenderer must be a legally established company. Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
3.1.4. Financial capacity* Requirement: The tenderer must have the financial capacity to fulfil the assignment/contract. Documented by: The company's last annual accounts including notes, the Board's Annual Reports and Audit Reports, including recent information of relevance to the company's fiscal figures. The contracting authority will, when assessing whether a tenderer is qualified, particularly emphasise the tenderer's turnover in the last year as regards the contract's expected annual value. This shall not make up more than maximum 25 % of the tenderer's turnover. The contracting authority will also emphasise the tenderer's degree of equity (expressed as equity as a % of the company's total capital). The degree of equity shall be at least 10 % in order to fulfil the requirement. See section 1.4) Contract period and financial extent for further information on the contracting authority's expectations for the contract value.

3.1.5. Overview of the company's manpower — Requirement: Tenderers shall have good implementation ability. Documentation: A statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years.

3.1.6. Experience and reliability. Requirement: Tenderers shall have carried out several comparable deliveries of administration systems for nurseries, schools and before-and-after-school care in the last 3 years. The deliveries shall be based on the same standard software that is offered to the contracting authority in this procurement. Documentation: A list with a short description of all relevant signed contracts in the last 3 years, including information on the delivery's value, date, who the contracting authority was, a contact person/project manager at the customer as well as what software (or modules) were used in the delivery. Emphasis is put on the fact that tenderers shall submit a complete list of all signed contracts won in the last three years and not select particularly successful deliveries or similar. The contracting authority will assess the tenderer's reliability by contacting a random selection (limited to approx. 25 %, but at least 3) of the tenderer's customers.
