Emphasis is put on the fact that the framework agreement does not cover new buildings, as these are covered in their contract. There can, however, be a need for some consultancy for the preparation of requirement specifications for new buildings.The contract period is subject to a separate framework agreement being established for locks and fittings for Eiendom Bolig. Eiendom Bolig operates and maintains the municipality's approx. 2 050 houses and flats and it currently makes up less than 10 % of the total volume within the locks and fittings category.Furthermore, there are reservations on the volume that is in and a part of the announced project ‘Safer Daily Routine’ for Asker municipality and Bærum municipality, in which e-locks are included. Citizens/users with individual decisions on assistance/aid measures, and who live in private or municipal housing, shall be included in a service contract that also includes the implementation of e-locks.Based on the consumption in recent years, the estimated combined annual call-offs will be approx. a non-binding 5 000 000-7 000 000 NOK excluding VAT. The annual call-offs will depend on the financial framework terms, political decisions and the market situation in general.20 000 00028 000 000

Requirement 1 — Tax certificates:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificates.
A certificate for tax and VAT issued by either the local tax office or the tax collection office where the tenderer's head office is located. The certificate can be obtained from Altinn.no
The certificates shall not be older than 5 months, from expiry of the tender deadline.
— Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Requirement 2 — Company registration certificate.
The tenderer shall document that the enterprise is legally established.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: verification that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
Requirement 3 — Finances:
The tenderer is required to be financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the period of the agreement.
A creditworthiness of A (creditworthy) is required to be eligible for this competition.
Documentation requirement:
— Extended credit rating/report, not older than 3 months, from a publicly certified credit appraisal company, which includes a credit rating of the tenderer — typically given by a letter or short text, as well as an explanation of this. The report shall be based on the last known accounting figures. The date must be clear.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.

Teknisk og faglig kapasitet:
Requirement 4 — Capacity:
Tenderers are required to have the capacity to fulfil the contract.
Documentation requirement:
— Overview of the tenderer's workforce, i.e. the number of employees with the name, competence/qualifications (skilled workers, master craftsmen, technicians), the number of years in the company, both in the administrative management and personnel to execute the contract.

The same applies for any sub-suppliers that the tenderer will rely on to fulfil the requirement.
Requirement 5 — Experience:
Very good experience from equivalent contracts is required.
— list of the most important deliveries or services performed, i.e. relevant assignments equivalent to Bærum municipality's buildings, in the last three years. The list shall contain information of:
— brief description of the delivery;
— value;
— date;
— the name of the recipient with contact information for possibly reference collection.
Requirement 6 — Quality Management System:
A good and well-functioning quality management system is required for the services that shall be provided.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
— An account of the company's quality assurance system. The account must, at a minimum, include:
— a general description of the contents of the system, including an overview of inspection plans and check-lists that are relevant for this contract;
— a description of when and how the system was implemented in the company and how often the system is updated;
— a description of how the system shall be used for ensuring the quality of this contract.
