Stavanger, Sandnes, Sola, Randaberg and Rennesøy municipalities, hereafter also called the contracting authority, invite tenderers to a competition.
The contracting authority would like to use this competition to enter into a framework agreement for joinery work and accompanying materials for the execution of these services. Further details on the content of the contract is in Annex 2 — Requirement Specifications. The contract shall include municipal buildings and residences in the municipalities, including schools, nursery schools, residential and activity centres, nursing homes, retirement homes, swimming pools and sports centres, office buildings, arts centres, municipal rental housing, health centres, etc. Private nursing homes in Stavanger municipality shall also be able to enter into the agreement.
Stavanger municipality has the secretariat function for this competition and will be responsible for all contact with suppliers on behalf of the contracting authorities until an contract has been signed. All enquiries about the competition shall be sent to the contracting authority's contact person via the communication module in Mercell.

K 01 Tax and VAT certificate — Requirement: Tenderers are not to have significant tax or VAT arrears, or an approved repayment plan exists. Norwegian tenderers shall present a joint tax and VAT certificate. This certificate can be ordered by the tenderer through Altinn: www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/. This certificate must be presented before the tender deadline and must not be older than six months from the tender deadline. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

K 02 — Company registration certificate — Requirement: Tenderer shall be a legally established company. The contracting authority requires tenderers who wish to participate in the competition to demonstrate that they are registered in a trade index or other enterprise register as prescribed in the legislation in the country in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the tender.

Økonomisk og finansiell stilling:

K 05 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract. As documentation the contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian). The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity. If the contracting authority's credit information about the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the solution from Experian or by obtaining other documentation.

Teknisk og faglig kapasitet:

K 04 — Experience — Requirement: Experience is required from relevant assignments for the delivery of joinery work with accompanying materials, as described in this tender documentation, as regards the extent and complexity. Several smaller, relevant contracts within the same time frame can overall give the supplier an equivalent qualification. A list must be enclosed as documentation, showing the most important deliveries or services provided during the last three years. The list shall include the following information; — A short description of the assignment — The size or value of the contracts — Date (contract period) —Name of the customers and a short description of them — Telephone number, e-mail address and name of contact persons at the customers. Relevant customers from the list could be contacted.

K05 — Capacity and competence — Requirement: The tenderer shall have the necessary capacity and competence to meet the needs of this assignment. The contracting authority requires that tenderers are registered as masters, e.g. in the Masters Register in Norway, or equivalent register. Tenderers shall enclose the following as documentation: —Documentation showing that the tenderer is masters registered, e.g. in the Masters Register in Norway or equivalent register. — A description of the tenderer's technical personnel or the technical units that the tenderer can use for fulfilment of the contract, whether they belong to the company or not, including those who are responsible for quality contract — an account of the tenderer's average total workforce and the number of employees in the administrative management in the last three years.

K06 — Quality assurance system — Requirement: Tenderers shall have a well-functioning quality assurance system adapted to the assignment's nature and extent, in order to ensure that the services and products that are delivered under this contract are in accordance with the quality requirements given in the contract documents. A short description (max. 1 page) shall be given as documentation of the system, including, for example, an overview of inspection plans, checklists or other things that are relevant for the assignment. Or a copy shall be enclosed of a certificate issued by an independent quality control institution, confirming that the tenderer fulfils recognised quality assurance standards such as ISO 9001:2008, or other equivalent documentation.

K07 — Environmental management system: The tenderer shall have an environmental management system which guarantees that the tenderer is able to comply with environmental requirements given in the tender documents and the contractual obligations. The tenderer shall enclose a brief statement, maximum one (1) A4 page. The statement shall describe the tenderers declared environmental goals, status on the environmental works in own company and planned measures with relevance to this contract. As an alternative, the tenderer can enclose documentation of relevant environmental certification. E.g. ISO 14001 or EMAS — Eco-Management and Audit Scheme [1], the Eco-Lighthouse system or other documentation.
