Egnethet til å utøve yrkesvirksomheten:

— Norwegian companies: Company Registration Certificate.

— Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient financial capacity to carry out the assignment/contract. Good solidity is required. Tenderers shall, when submitting a tender, enclose a credit rating from Proff Forvalt credit information company, www.forvalt.no (or an equivalent independent credit rating institution).

Minste nivå(er) av standarder:

A minimum character of ‘satisfactory’ will be accepted within two of the following criteria: liquidity, profitability and solidity, and a minimum of B3 on the analysis Probability for bankruptcy, cf. Proff Forvalt's ranking. In addition the last two annual accounts are to be enclosed.

Teknisk og faglig kapasitet:

The service provider shall have the capacity to carry out assignments in accordance with the contracting authority's needs. The service provider shall provide fully qualified personnel for all the assignments. The service provider shall, either by itself or through sub-suppliers, have qualified personnel who are able to provide services in the following trades:

The service provider:

— Joiners.

Sub-suppliers:

— Floors and tiles.

— Roofing.

— Painters.

— Masoners.

The service provider can be required to take on the role of administrating contractor for other trades and any other individual assignments, cf. NS 8406:2009 point 16.

Minste nivå(er) av standarder:

— Overview of the tenderer's total number of man labour years with competence/certificate of apprenticeship. Tenderers are required to have at least three persons employed with a certificate of apprenticeship as a joiner CPV-4542.

— Overview of the tenderer's and sub-supplier's manpower or a manpower plan for each trade.

— Necessary documentation from the service provider/sub-suppliers on technical and professional qualifications for each trade.

— Overview of assignments/projects for the public sector, where the tenderer has been the administering contractor for other trades: Can be given in annex 5.

— Commitment statement from sub-suppliers, cf. annex 7.

— Foreign tenderers must provide equivalent certified documentation of competence with a Norwegian translation.

Reference project requirements: Documentation of experience with assignments for the public sector and experience as the administering contractor for other trades:

— A list shall be enclosed with an overview of the most relevant reference projects (at least 3) in annex 5. The list shall include a short description of the assignment, its value/size of the assignment and contact information for the contracting authority's contact person for the assignment. References can be contacted for verification.

Tenderers must be able to document a well-functioning quality management system, e.g. ISO9001:2000 certificate. Tenderers must also be able to document that they have routines that ensure a low impact on the environment in the contract: This can be documented by a valid certificate ISO 14001 or equivalent.

Kontraktutførelse
Innskudd og garantier som kreves:

The contracting authority requires that the service provider insures the contract work, provides security when required and has valid insurance for any consequential damages to the contracting authority's property and/or equipment.

Juridisk form som skal antas av gruppen av økonomiske operatører som kontrakten skal tildeles til:

The service provider shall be a legally established, certified company in accordance with the extent of this contract.

Andre særlige vilkår:

The service provider shall ensure that employees in their company and employees in any sub suppliers who are directly involved in the fulfilment of this contract, do not have worse wage and working conditions than those in the current law and regulations or the current nationwide tariff agreements for the branch in question, cf. the regulations on wage and working conditions in public contracts.
