Stortingets Administrasjon (The Storting's Administration)

Stortingets administrasjon owns and manages 143 flats for rent to MPs who live outside Oslo.
The flats, (see an overview of the addresses in the tender documentation part II Annex 1 point 6), currently have a contract for the provision of internet and TV signals which is about to expire and a new competition is therefore being announced for the provision to these flats.
An important aim is to have a joint system, tenderers are therefore required to be able to cover all of the flats. Some of the flats have IP based access control and the tenderer's system must support this (see part II Annex 1).
All the subscriptions shall be operated and supported by the Tenderer and Stortingets administrasjon will only be responsible for its own existing infrastructure (see part II Annex 1).
Stortingets administrasjon would like to give its residents access to simple and future orientated functionality within the internet as well as TV with a content that is relevant for politicians who work in the Norwegian parliament. On this background a contract shall be signed in which the tenderer enters into a contract with Stortingets administrasjon to offer a basic package with high speed internet and a sufficient selection of TV channels, whilst each resident (called final user in the contract) shall be able to order additional services such as internet with higher speed, more channel choices, etc.
There will be expectations for a high degree of service and availability in a uniform system.
There is existing infrastructure in several of the flats, which can be used free of charge by the tenderer, see the overview in part II Annex 1.

Egnethet til å utøve yrkesvirksomheten:

Qualification requirement: The tenderer must have their tax, employer contributions and VAT payments in order.

Documentation requirement: Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Qualification requirement: The tenderer shall have good conduct.

Documentation requirement: Completed self-declaration (enclosed with the tender).

Økonomisk og finansiell stilling:

Qualification requirement: The tenderer shall have sufficient economic and financial capacity to fulfil the contract.

Documentation requirement: A solidity assessment from a certified credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). The Norwegian Parliament will reject tenderers who have a rating less than credit worthy without security. The rating must not be older than 6 months.

If the credit rating is not submitted, or submitted documentation is not satisfactory, the Contracting Authority will undertake an assessment of the Tenderer's economic and financial position by utilising the service Proff™ Forvalt (www.forvalt.no). Tenderers with a rating less than B2 will be rejected.

The above requirement for ‘credit worthy without security’/‘B2’ may exceptionally be deviated from if the tenderer can document that such a rating gives a qualified incorrect picture of their economic and financial capacity and the qualification requirement is met anyway.

If it is not possible to obtain the above documentation, other relevant documentation can form the basis for the qualification assessment (annual accounts including notes, the auditor's report, the board's report), relevant guarantees, etc.

Qualification requirement: The tenderer shall have good experience from equivalent assignments.

Documentation requirement: List of the most important deliveries or services performed during the past 3 years, including information about the value, time and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer can be accepted.
