Stortingets Administrasjon (The Storting's Administration)

Stortingets administrasjon owns and manages 143 flats for rent to MPs who live outside Oslo.
The flats, (see an overview of the addresses in the tender documentation part II Annex 1 point 6), currently have a contract for the provision of internet and TV signals which is about to expire and a new competition is therefore being announced for the provision to these flats.
An important aim is to have a joint system, tenderers are therefore required to be able to cover all of the flats. Some of the flats have IP based access control and the tenderer's system must support this (see part II Annex 1).
All the subscriptions shall be operated and supported by the Tenderer and Stortingets administrasjon will only be responsible for its own existing infrastructure (see part II Annex 1).
Stortingets administrasjon would like to give its residents access to simple and future orientated functionality within the internet as well as TV with a content that is relevant for politicians who work in the Norwegian parliament. On this background a contract shall be signed in which the tenderer enters into a contract with Stortingets administrasjon to offer a basic package with high speed internet and a sufficient selection of TV channels, whilst each resident (called final user in the contract) shall be able to order additional services such as internet with higher speed, more channel choices, etc.
There will be expectations for a high degree of service and availability in a uniform system.
There is existing infrastructure in several of the flats, which can be used free of charge by the tenderer, see the overview in part II Annex 1.
