2. dark fibre lines between selected locations,
3. Layer 2 connections between selected locations,
4. communication lines for centralised internet access that shall cover significant parts of the contracting authority's locations,
5. local communication lines for internet access for the contracting authority's locations that are not covered by the above point,
6. DNS-services
7. email services
8. relevant consultancy services.
The contracting authority currently has more than 100 locations distributed over the entire mainland of Norway, as well as an office in Longyearbyen in Svalbard.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Requirement — Tenderers shall have their tax, payroll tax and VAT payments in order.
Documentation requirement — Norwegian tenderers shall submit a certificate, either from the tax collector or the Norwegian Tax Authority, which states the extent of any tax, payroll tax and VAT payment arrears.
— Foreign tenderers shall submit an equivalent certificate to the Norwegian one, from equivalent authorities as the Norwegian authorities.
— The certificate must not be more than 6 months old calculated from the deadline for receipt of the tender. Any arrears and other notes must be explained.
2. Requirement — Tenderers must be a legally established company.
Docmentation requirement — Norwegian tenderers shall submit a company registration certificate.
— Foreign companies must submit documentation that demonstrates that the company is registered in a professional register or business register as prescribed in legislation in the country where the tenderer in question is established.
Økonomisk og finansiell stilling:
Requirement — Tenderers shall have adequate solidity.
Documentation requirement — Credit rating, not older than one year calculated from the deadline for receipt of requests for participation. The rating shall be based on the latest known accounting figures.
— If a tenderer will use another company to fulfil the this qualification requirement, a credit rating must also be presented for such companies. The above mentioned credit rating shall fulfil the requirements in the above bullet point. Furthermore, tenderers must document to the contracting authority that they can use the relevant and necessary resources at the company, for example, by enclosing a binding statement.

Teknisk og faglig kapasitet:
Requirement — Tenderers shall, in the last three years, have provided IPVPN based wide area networks with a centralised internet connection to (at least) 2 independent customers of an equivalent or bigger size as the contracting authority, measured in the number of locations distributed over the entire mainland of Norway, cf. the second section under point 1.2 in the attached qualification documentation.

— If a tenderer will use sub suppliers to fulfil the this qualification requirement, the tenderer must otherwise:
o document to the contracting authority that the tenderer can use the relevant and necessary resources at the sub supplier for this procurement, for example, by presenting a binding statement, as well as
o state which part or parts of the procurement will be carried out by the tenderer and sub suppliers respectively.
