Flytoget AS [The Airport Express Train]

The Airport Express Train is looking for a collaboration partner for internal cleaning of 16 trains of type 71, Airport Express Trains. 8 new trains, from another manufacturer, CAF, will be phased in during 2018. The delivery period is estimated to be until the end of 2018. The Airport Express Train will use this contract as a basis for an additional order, both in the testing and introduction phase up until 2108, but also further from 2019.
The contract shall be valid from 1.7.2016 to 30.6.2018, with an option for a further 1 + 1 + 1 year. Maximum 5 years.
This is a prequalification phase, which means that tenderers shall only reply to the qualification requirements in this notice.

The selection of the tenderers who will be able to participate in the competition will be made according to the principle best qualified. Tenderers must fulfil all the qualification requirements in order to be qualified. From the qualified tenderers, the Airport Express Train will choose the tenderers who are best qualified based on a total implementation ability, based on documentation of the qualification requirements ‘the tenderer's technical and professional qualifications’.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
K 01 Tax and VAT certificate. Requirement: Tenderers must have submitted their tax assessments and paid tax, payroll tax and VAT. Documented by: Tax and VAT certificate. The certificate shall not be older than six months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 02 Company Registration Certificate. Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
K 03 The economic and financial capacity to fulfil the contract. Requirement: 1) The latest annual accounts with the auditor's comments. The Airport Express Train will obtain this documentation itself, if available. 2) Bankruptcy rating low (A1-A3) or moderate (B1-B3) at Proff Forvalt (www.forvalt.no), both in the short and long term. Flytoget will obtain documentation on the bankruptcy rating itself. Service providers who do not fulfil the financial capacity requirement can use other companies, e.g. by providing a fulfilment guarantee from a parent company. Attention is drawn to the fact that documentation in such an event must be provided that shows that the other company fulfils the qualification requirement and that the company confirms that they will make the necessary resources available to the service provider, cf. the utilities regulations § 7-11 (3). If the service provider has any valid reasons for not being able to provide the documentation requested by the Flytoget, the service provider may prove its financial position with any other document that is acceptable to Flytoget. If the service provider has such valid reasons, he may contact Flytoget in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:
K 04: The following is required: Requirement 1: Considerable experience is required from equivalent assignments. Documented by a description of relevant experience and references. Requirement 2: Professional qualifications to carry out the assignment. Documented by a short account of the company's core competence and an overview of the company's total manpower and the capacity relevant for this contract. An organisation chart for the company shall be enclosed with the tender. Requirement 3: The capacity to carry out the assignment. Documentation of the most important deliveries in the last 3 years (name of the customer, date, what was delivered, extent). Service providers who do not fulfil the technical and professional qualification requirements can use other companies. Attention is drawn to the fact that documentation in such an event must be provided that shows that the other companies fulfil the qualification requirements (K01 and K02) together with the tenderer, and that the company confirms that they will make the necessary resources available to the service provider, cf. the utilities regulations § 7-11 (3). Where the tenderer is dependent on a sub provider in order to be qualified, the tenderer must document for the contracting authority that the tenderer will have authority over the necessary resources. This can be documented by the tenderer presenting a commitment statement or equivalent.
