The tenderer shall provide services and goods for installation work for heavy current and low current.
The assignments will mainly be work assignments connected to:
— Alterations and new installations, both in heavy current and low current;
— Operation and maintenance assignments;
— General ecom-work and infrastructure for telephone, antenna, radio, TV and data/network, fire alarms, etc.;
— Consultant — engineering design, calculations and documentation.
The size of the assignments within the mentioned disciplines can vary in extent.
The work assignments can be for a short or long time. There can be individual assignments or several connected assignments.
Based on previous experience, the assignments will have a distribution of 60/40 for hours and materials respectively. This division must only be seen as an indication and it can vary from assignment to assignment.

Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have its tax and VAT payments in order.
Documentation:
1. Tax certificate. In Norway this is issued by the chief municipal treasurer. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established.
2. VAT certificate. In Norway this is issued by the tax collector. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established.
The certificates shall be issued by the Tax Directorate's form RF-1244 or another form that provides the same information.
The certificates shall not show significant arrears. The certificate must not be older than 6 months from the submission date of the offer.
The tenderer shall have a functioning HSE system.
Documentation: HSE self-declaration, see Part 1, Annex C.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation:
Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. If the Tenderer cannot enclose a credit rating, the Contracting authority will on own initiative obtain it from Dun & Bradstreet.

The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.
Teknisk og faglig kapasitet:
Tenderers must have the necessary certifications for the relevant disciplines in heavy current and low current.
Documentation:
Registered in DSB with certifications for work in the following areas:
— Low voltage installations building and industry;
— Electrical installations in hospital rooms for medical use;
— Electrical installations in areas at risk of explosion.
Documentation of Authorised low current installer ‘or other documentation that shows that the tenderer fulfils the regulation requirements’.
Tenderers shall have sufficient implementation ability and capacity. A large number of received orders or other circumstances shall not lead to the service not being provided.
A short description of the tenderer's organisation that shall carry out the assignment. An overview shall be provided of the number of persons, professional competence, experience and certifications. Tenderers shall state the number of electro installers, persons with certificates of apprenticeship, courses and necessary certificates that the tenderer believes are necessary to use for the framework agreement.

If the company will base itself on hired personnel, documentation that the necessary number of personnel will be available must be provided, that at a minimum states:
— Name, address and organisation number for the sub-suppliers;
— Commitment Statement, partnership agreement or equivalent form of formal documentation that shows that the tenderer actually prevails over the necessary resources of the listed sub-suppliers.
Experience and competence from relevant assignments of a major extent.
A list shall be given of the 5 largest (more than 3 000 000 NOK) relevant assignments, i.e. maintenance and alteration work in public buildings/commercial buildings that are in use, within heavy current and low current. Assignments for Helse Stavanger HF must be put on a par with assignments for other contracting authorities.

The list shall include information on:
— The assignment's name;
— The contracting authority's name;
— The assignment's nature, extent, manpower, variation in manpower and value;
— Name, address, organisation number of sub-suppliers used in the assignments;
— The tenderer's role in the assignments;
— The date the contract was carried out.
Tenderers shall have a well-functioning quality assurance system for the services that shall be provided.
Documentation: Table of contents as well as documentation that the quality assurance system has been revised in the last 12 months.
Tenderers must have a well functioning environmental management system for the services that shall be provided.
— If the routines that are described in the Tenderer's environmental management system are in accordance with ISO 14001:2004 or equivalent third party verified systems, the submission of a valid certificate will suffice.
Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
Tenderers shall then document the company's environment profile for:
— Production;
— Transport and packaging;
— Operation and consumption;
— Recycling.
