Requirement:
The tenderer shall document that the enterprise is legally established.
Documentation:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers shall have sufficient financial strength to comply with the contractual obligations. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation:
— A credit rating based on the most recent financial figures. The rating shall be carried out by a credit information company that has permission to handle personal information;
— Credit score A (D&B) or equivalent is required;
— The company's annual accounts for the last 2 years with the auditor's report, as well as recent information of relevance for the company's accounting figures.
If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove the economic and financial standing with any other document that the Contracting Authority is able to accept.
Teknisk og faglig kapasitet:
Requirement:
Tenderers shall have experience from 3 similar assignments of the same nature, complexity/degree of difficulty and extent/size during the last 3 years.
Documentation:
— A list of the principal assignments during the last 3 years, including information about value, date, the name of the public and private recipient (including name, telephone no and e-mail address of the contact person);
— Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted;

— References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer's responsibility to provide a description substantiating relevance.
The tenderer shall have the implementation ability and capacity to fulfil the contract.
— An account of the tenderer's average workforce in the last 3 years. A description of the equipment, machines, tools, materials or technical equipment at the tenderer's disposal for execution of the contract/assignment, how the tenderer administer the equipment (possession, hire), the location of the equipment, and if the equipment is intended for other assignments during the contract period.

— The tenderer shall be registered in the electrical enterprise register to DSB (The Norwegian Directorate for Civil Protection), and safeguard the regulations given in the Norwegian Regulations for ‘Safety regulations related to the maintenance and operation of electrical installations’ (2013);

— The tenderer shall submit a copy of registration, containing ID no and an overview of the company's experience and competence in;
— A copy of the electrical installation contractor certificate;
— A copy of the fitter certificate for the electro professional personnel expected to carry out the contractual works;
— The tenderer must substantiate qualifications in accordance with § 11 in the Safety regulations related to the maintenance and operation of electrical installations, approved by the Electricity Inspection Authority 14.12.1993 pursuant to Act from 24.5.1929 about supervision with electrical systems and electrical equipment (The Electrical Inspection Law). Last amended by the regulations 12.10.1998 no 992) for i.a. works on joint electrical distribution systems. This includes sufficient requirement to the installer, particularly training and knowledge on work on aerial line networks and necessary authorisation, etc.;

— A good and well-functioning quality assurance system is required for the services that will be provided (ISO 9001 or equivalent).
— Statement of the tenderer's quality assurance system/management system;
— Copy of a system certificate issued by an accredited certification body or equivalent documentation (concerning services, and building and construction contracts).
