Kolumbus AS hereby announced an open tender competition on individually facilitated/special school transport for Jæren, comprising the municipalities of Hå, Klepp and Time.
We will implement a conference at Bryne Kro og Hotell on March 14th. See tender document part 1 (KGL del 1) for information regarding this and registration.
The procurement applies to individually facilitated/special school transport. The Contracting Authority defines it as follows:
Individually facilitated school transport:
For instances where there is no scheduled transport available on parts of, or entire stretches, students can be granted the right to individually facilitated school transport. The right can be limited to periods, for example winter transport or stretches, for example transport to the transport.
Special school transport:
Students that due to a disability (both students who can walk and those in wheelchairs), temporary illness or due to an injury need school transport, will be granted special school transport. Special school transport can be granted either by taxi or bus. Special school transport can be valid for half a school year, or for limited periods.
Thorough description of the delivery is in Annex 1 to the contract (Assignment Description). NB that tenderers for some of the routes must assess the use of vehicles with 4WD for accessibility in the winter season.
Tenderers are encouraged to identify such possible needs themselves.

The operator shall deliver transport which includes driving the individual Users between the User‘s Home Address and the Educational Location. The agreement includes scheduled and temporary transport. For Operator(s) that carry out route driving, transport shall be delivered in accordance with the set up route and plan.For each approved User, up to two trips shall be delivered each day for up to 190 days in the school year. Duration of the assignment shall be given for the individual User.Overview of the Educational locations and trips are in Annex 2 and Annex 1 Supplement 1. Some Educational locations are listed that currently are not connected with any fixed Users. If, during the agreement period a need arises for Fixed or Temporary transport of one or more Users connected to one or more of these Educational locations, the transport of these Users should be included in this Agreement.It is emphasised that the number of Trips, given in Annex 2 and Annex 1 Supplement 1, will change during the agreement period.Enrolment of Users who required Temporary transport will continually be sent to the Operator.For changes to the number of Users — enrolling/withdrawal of Fixed and/or Temporary Users — refer to point 2.3.

Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company. Documentation: Norwegian companies: Company Registration Certificate, not older than 1 month from the deadline for receipt of tenders.
Foreign tenderers shall submit certification/documentation that the tenderer is registered in the trade register or company register as prescribed in legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Information and formalities necessary for evaluating if the requirements are met:
Tenderers must have the financial capacity to implement the assignment/contract. The contracting Authority will collect a credit rating from Bisnode. The tenderer must achieve a minimum rating of “creditworthy”. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer‘s financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Tenderer shall deliver Annual Financial Statements for the last 3 years including auditors reports. Tenderers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract.
