The works comprise preparatory works before road surface laying, various minor traffic safety, traffic maintenance, investments and preparatory measures on the national and county road networks in Hedmark, for Hedmark fylkeskommune and The Norwegian Public Roads Administration Eastern Region. South 2 will primarily have assignments such as road lighting, TS initiatives and investment initiatives.

Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificates, not older than six months, shall be submitted.

Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form.

Økonomisk og finansiell stilling:

Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.

The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.

Documentation requirement:

Documentation of equity is to be submitted the tender. Cf. chapter E2, point 4.3.1, form E2- 4.3.1.

Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.

Teknisk og faglig kapasitet:

The tenderer shall have experience from work of the same nature and degree of difficulty. By ‘same nature and degree of difficulty’, we mean that the contractor has been responsible for equivalent road works as those in A3, chapter 1. Here this means that the contractor shall have experience and competence with engineering design according to road standards, or have experience in associating themselves with such expertise. Requirement for design competence is not part of the award criteria.

Documentation requirement:

Information on such shall be attached with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.

Where the tenderer is dependent on a sub contractor in order to be qualified, the tenderer must document for the contracting authority that the tenderer will have authority over the required resources. This can be documented by the tenderer presenting a mutual statement of liability, or equivalent.

The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. NPRA and other builders' experiences with the tenderer will be appraised

Conditions which will be evaluated are related to, a.:

— documentation of completed quality

— fulfilment of contracts

— Compliance with provisions and procedures for HSE

— Compliance with provisions for wages and working conditions

— observance of deadlines

— follow up during the warranty/claims period

Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. Chapter E2, point 4.1.2, form E2-4.212. Any assessment forms from previously completed contracts can also be included in the basis for the evaluation. The tenderer shall enclose a minimum of two References that are not more than three years old.

Kontraktutførelse
Innskudd og garantier som kreves:

C1 point 8: If not otherwise agreed, the contractor shall satisfy reassuring security for fulfilment of the contract obligations with 10 % of the contract total in the execution time that reduces to 3 % of the contract total for the first three years of the warranty period. The builder is not obliged to pay instalments before he has received the contractor's security.

C2 point 12: Security shall be furnished by a bank, insurance company or other credit institution that is approved by the builder. Accepted security includes the guarantee amount placed in escrow for the benefit of the builder. Interest accrues to the contractor.

For working partnerships, security shall be provided on behalf of the working partnership, not the individual participating companies.

The contractor shall provide the builder with documentation of the collateral contract before the start of work and not later than 28 days after the contract is signed.

The Builder will not provide any security.
