Identification and assessment of how companies with state owned interest follow up the government's expectation for climate and environment and thereby how the government is exposed to climate related risks

As a part of following up the government's expectations of companies in the climate and environment area, the ministries want to have assistance from an external consultant. Consultants shall seek to identify and based on selected objective criteria, assess the climate related risks in the government's direct ownership and if companies with government ownership are safeguarding the Government's expectations in regard to climate and environment. We interpret climate risk as how changes in the climate and political climate regulations can affect a company's business and thereby the government's risk exposure as an owner. The objective of the assignment is i.a. to assist the government as an owner in achieving a better basis to follow up the expectations in the Ownership notice and to further develop ownership supervision in the area.

The procurement will be carried out in accordance with the Act from 16.7.1999 no. 69 on public procurements (LOA) and the public procurement regulations from 7.4.2006 no. 402 (PPR), Part II § 5-1. The rules in PPR part III do not apply. Regardless, the Contracting Authority has chosen to publish the competition on TED in order to reach a broader range of possible tenderers.

Documentation requirement
— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender offer in according with the arrangements in the tender documentation.

The tenderer must have sufficient economic and financial capacity to carry out the assignment, in which amongst other things being creditworthy without any requirement for collateral will be adequate.

— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:
The tenderer must have carried out at least three deliveries in the last 5 years with relevance for this assignment. By relevant deliveries, we mean similar consulting assignments, research work and method development (as described in Annex 1) for companies, creditors/lenders or investors in the climate area.
