Oslo municipality intends to procure an ICT tool for statistics and analysis for the EHS sector, which shall provide management and control information. The procurement is being made on behalf of the Agency for elderly persons, health and social services (EHS).
The EHS sector lacks a tool to merge, compare and present data across its IT systems. The service production in the EHS sector generates a lot of data, which is stored in a number of computer systems. The lack of export and reporting functionality in each system and the lack of options to see connections between data in different systems, means that the potential for measuring and analysing how services are provided cannot be exploited.
The tool shall be able to be used within all areas that EHS is responsible for, but the first priority will be nursing and welfare.

There will be an estimated approx. 280-380 users of the system at first. The contract is also for the procurement of consultancy services and training, both for the implementation project and if required at a later date. The procurement includes both a Procurement Contract and a Maintenance Contract.

Beskrivelse av opsjoner:

The tool can later be used within other areas, such as social services, child protection services, health centres, dental health, emergency doctor surgery, drug and alcohol care etc. if EHS deems it to be appropriate. Another scenario is that there can be expansions within the prioritised area as the nursing and welfare area is large. In order to cover this possible need, there will be options for further procurements of licences.

Requirement:

The tenderer's tax and VAT payments shall be in order.

Documentation requirement:

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer shall document that the enterprise is legally established.

Norwegian companies: Company registration certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Tenderers must have the financial capacity to implement the assignment/contract.

Documentation requirement:

The company's last three Annual Financial Statements including notes, the board's Annual Reports and Audit Reports, as well as recent information of relevance to the company's fiscal figures.

Requirement:

Good capacity is required.

Documentation requirement:

A description of the tenderer's technical personnel or technical units that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not. Note that it is the tenderer's total capacity that is of interest, not individual person's competence.

Experience is required with the delivery of a BI system for statistics and analysis to organisations/companies with a complex organisation.

List of the tenderer's most relevant deliveries during the last 3 years. The list must include a statement of:

— The assignment's nature, including why these deliveries are relevant for this procurement. Emphasis will also be put on experience with the functionality for rights management, handling sensitive personal data and connecting two or more data sources.

— Value including the number of licences and consultancy hours.

— Date/length of the contract.

— The name of the organisation/company.
