ICT platform — the K4 co-operation

Salangen, Gratangen and Lavangen municipalities have in the cource of several years, established considerable use of ICT services in the municipalities, similar to the other development in the sector. The municipalities' operations within administration and school are to a large degree centralised. This has given a much better control of the technological development and an increased efficient management. IT investments in the central infrastructure have nevertheless been limited the previous years, and only the most critical upgrading has been made, in order to ensure sufficient operations. The IT systems are therefore influenced by a technological lag, lacking tools for operating an efficient administration. Neither does the platform satisfy future requirements the organisation has to interaction technology, output, accessibility and security. The IT services in the municipalities are of high technological complexity, which is demanding in relation to operation and administration, and the staff situation is limited.
In relation to the future IT systems, the municipalities must renew the architecture in order to offer the users and inhabitants more advanced services, so that the platform can be made more efficient, be simplified and to a large degree adapt to automatic assignments.
Salangen municipality, as the host municipality, is in this tender contest the Contracting Authority and contracting party.
