The procurement is for the construction of a hub network and terminal, carried out as a turnkey contract as well as an operation and maintenance contract:
The contract work comprises engineering design services, delivery and assembly of two complete hub networks, which the builder will decide to develop within a limited geographical area, as well as a complete joint double terminal and all the control units that have communication interface between the main network and the sub networks (of which the latter is not included in the contract).
The provisional estimated extent is 12 000 residential units and 10 km pipe and 315 downchutes.
The erection of the building where the terminal shall be assembled will be put out to competition as a separate contract and is not included in this procurement. The necessary excavation work will be carried out by contractors contracted by the builder and is also not included in the contract work.
The delivery and assembly of a pipeline network, downchutes, storage parts and control units shall be in accordance with call-offs, cf. the description of the call-off mechanism and the work procedure in the tender documentation.
The contract work also includes responsibility for the operation and maintenance of the main network, including the terminal — the entire delivery, up until it is handed over, as well as existing installations, cf. the description in tender documentation.
The development period will stretch over time and will be carried out in stages. However the aim is that the terminal shall be completed and commissioned in the 4th quarter of 2017.
The provisional development period is estimated to 10 years, but this is uncertain.

Beskrivelse av opsjoner:
1) The contracting authority will have the unilateral right to extend the operation and maintenance contract for a further 2 years after hand over, i.e. for 2 years after the estimated development period of 10 years.
2) The contracting authority will have the unilateral right to order the execution of a smaller network in other parts of Bergen municipality and in BIR's other owner municipalities at any one time. The number of terminals is limited to a maximum of 10, of which 8 shall be able to serve up to 1 000 residential units and the other 2 shall serve 3 000 and 5 000 residential units respectively.

3) In addition there are options for ordering public downchutes/network baskets, charcoal filter installations and fire alarms in downchutes. These are further described in the tender documentation and the estimated amounts are in the price form.
4) The contracting authority has general amendment competence in accordance with NS 8407 point 31, where the limit is raised from 15 % to 25 % net supplement to the contract sum.

Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer's annual accounts including notes with the board's and auditor's reports for 2014 and 2015.
In addition to the documentation that the tenderer has submitted, the contracting authority can obtain credit information and emphasise this.
Minste nivå(er) av standarder:
Tenderers shall have satisfactory finances that will enable them to fulfil the contract.
Teknisk og faglig kapasitet:
(1) The tenderer's relevant reference projects in the last 10 years.
(2) Description of the company's procedures for quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement, or an ISO 9001:2015 certificate.
(3) Total overview of the turnkey contractor's manpower.
(4) Staffing for this assignment (organisation plan) with names and CVs of
key person who shall carry out the assignment, both the development and the operation and maintenance.
Minste nivå(er) av standarder:
(1) Requirements for experience:
1.1. Tenderers shall have experience with assignments that included engineering design, delivery and assembly of stationary hub suction facilities with a minimum of 2 fractions and where
the contract value exceeded 9 000 000 NOK.
1.2 Tenderers shall have experience with the operation and service of this type of facility for a
minimum period of 5 years.
(2) The tenderer is required to have a good and well-functioning quality assurance system for the services that shall be delivered.
(3) The offered organisation and personnel shall have satisfactory competence and the ability
to fulfil the contract.
Kontraktutførelse
Innskudd og garantier som kreves:
The turnkey contractor shall provide security in accordance with NS 8407 point 7 (10 % of the contract sum).
Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem: According to NS 8407.

There are wages and working condition requirements in accordance with the regulations on wages and working conditions in public contracts, see the tender documentation C1 point 8.2.4 and C2 point 6.2, where there are also administrative provisions and sanctions for ensuring compliance.
