Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer shall be a legally established company. Norwegian tenderers: Company registration certificate
Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
2. The tenderer must have their tax, payroll tax and VAT payments in order.
Norwegian companies: Certificate for tax, payroll tax and VAT, not older than six months from the tender deadline.
Foreign companies: a certificate issued by the relevant authority in the tenderer's home country that confirms that the tenderer has paid his taxes and duties in accordance with the legislation in the country where the tenderer is established, or alternatively, a self-declaration stating that the tenderer has its tax and duty payments in order.

3. The tenderer shall be connected to a publicly certified apprentice scheme by the start of the contract at the latest.
The declaration is to be signed in the application letter. Documentation on the company's apprentice scheme can be enclosed with the tender in the pre-qualification round. Such documentation is to be presented at the latest when the contract is signed.

This requirement only applies to Norwegian companies.
1. The tenderer shall have sufficient financial strength to be able to fulfil the contract.
The tenderer's Annual Financial Statement including notes with the Board's and the auditor's reports from the last 2 years.
If the Annual Financial Statements for the last year are not finished before the tender deadline for this contest expires, the last year's preliminary annual accounts should also be attached.
If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above mentioned documentation requirements, the Contracting Authority will assess other suitable documentation, for example, a declaration from a financial institution on surety.

1. Tenderers shall have sufficient capacity and implementation ability.
A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Description of how the supplier is organised for the execution of this contract. This shall be documented by an organisation chart of the companies that will be connected to the project. The overview shall include a statement of the relevant trades for the turnkey contractor, associated consultants and sub-contractors. The overview shall include the company name, address and an overview of the number of employees). All relevant trades for both the engineering design services and execution shall be covered. As a minimum, the overview shall include the following trades:

If a tenderer will depend on sub-suppliers to fulfil the requirements on sufficient capacity, competence and implementation ability, a signed commitment statement shall be enclosed with the tender showing that the tenderer will have access to the necessary resources at the stated sub-suppliers for the execution of the project. A commitment statement must be provided for all trades, cf. the above list, where the turnkey contractor does not have the documented capacity and implementation ability itself.

2. The tenderer shall have good experience from similar assignments. Tenderers are required to have experience as a turnkey contractor. A minimum of 1 of the reference projects shall be the delivery of buildings in accordance with the Norwegian standard for passive houses and low energy buildings (NS3701)

Tenderers shall have completed projects with a complexity and size that can be seen as relevant experience for the execution of the project.
The reference list from all relevant contracts in the last 5 years shall be enclosed with the tender.
The reference list shall as a minimum include:
— A short description of the contract, including whether the contract included buildings in accordance with the Norwegian standard for passive houses and low energy buildings.
— The tenderer's role in the project (turnkey contractor, main contractor, sub-contractor etc.)
— Time of execution
— Scope of delivery in monetary amount.
— Name, e-mail address and telephone number for a reference person at the contracting authority.
The Contracting Authority must have the possibility to contact the contact persons who are listed. A minimum of three random relevant reference projects will be contacted and assessed on the basis of certificates obtained from the respective contracting authorities. The evaluation form (filled in by the contracting authority after oral contact with the contracting authority).

3. Tenderers shall use environmental management measures for the execution of the contract. An account of existing procedures or valid certificates from third party verified systems (for example: Miljøfyrtårn [Eco-lighthouse programme] ISO 14001, EMAS).

4. The tenderer shall have a well-functioning quality system suited to the content of the contract.
Certificate for the company's quality system/management system issued by independent bodies, which confirm the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002.
The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. As a minimum a general description of the system's content must be provided.
5. Development class 3 is required in all relevant trades.
Central certification for the relevant professions, alternatively documentation that substantiates that local certification will be achieved for the relevant works.
Documentation of this development class for the right to be responsible in accordance with the Planning and Building Act. This can be central certification or documentation that the actor(s) will achieve the necessary local certification.
