Østfold Hospital c/o the division for purchasing and contracts hereby extends an invitation to a competition for entry into an operational agreement regarding the hire of Health Express and buses.
The operational agreement shall cover the at any given time need for health express and bus at Østfold Hospital during the agreement period.
Østfold Hospital (hereafter called the Contracting Authority) offers patient journeys with the use of specially fitted out buses. The service shall be executed by 1 tenderer, it is expected that the buses will primarily be manned by permanent staff (health personnel and drivers). Both of the buses shall be specially built for patient journeys, have high comfort and a toilet. The chosen tenderer shall carry out the work in a professional and attentive manner according to the signed contract and within the framework of the regulations, safety and control regulations that apply to the branch.
The following needs shall be covered:
— Health Express.
The specially adapted tour bus equipped as a transport ambulance with stretcher/wheelchair lift. The bus will be serviced by authorised health personnel (employees of Østfold Hospital) in addition to drivers employed by the tenderer.
The bus shall have 2 compartments:
— Seating compartment: In the front of the bus there shall be seating.
— Medical compartment: In the back of the bus there shall be a section that has space for stretchers.
— Health Bus.
Tour bus without stretchers, but comfortable seats. The bus should be serviced by authorised health personnel and a driver, both of whom are employed by the tenderer.
The final design of the buses shall occur in collaboration with the Contracting Authority after the contract is signed.

The duration of the contract will be five years with the Contracting Authority having the unilateral right to extend for 1 year + 1 year.The buses shall travel in traffic daily on agreed routes, from Monday to and including Friday, all business days. The buses shall stop at agreed stop locations according to the at any given time applicable route timetable.It is the Contracting Authority that manages the buses during the contract period. Other patient journey offices can use available capacity on return journeys.The Contracting Authority has a route timetable per route, where start and stop times appear. Changes can occur for the starting location and times/consumption. Availability of bus personnel during the day: 6:30 — 17:30. The Contracting Authority retains the right to change routes and route timetables, including extending routes to other health companies in the South East Health Region.The Contracting Authority retains the right to trigger the option on an additional one health bus during the agreement period. The option can be trigged during the first year of the agreement, with a delivery deadline 6 months after notice is given.
