The procurement is for safety alarm services consisting of the following parts:
1. Hire of stationary safety alarms (main unit and wireless alarm triggers).
2. Hire of sensors.
3. Hire of mobile safety alarms (portable safety alarm with localisation technology).
4. Alarm centre services (system for technical receipt and forwarding of alarm calls) and response centre services (centre staffed with health personnel).
The aim of the procurement is to contribute to enable the municipalities' residents who are offered safety alarm services to live at home safely for as long as possible.

— The company shall have its tax and duty payments in order.

The tenderer shall have orderly conditions in relation to payment of tax, duties and VAT. This shall be substantiated by presenting a certificate from the Tax Administration. The certificate must not be more than 6 months old.

Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established.

Norwegian companies: Proof that the company is registered in a trade or business register as prescribed by the law, e,g. a company registration certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

The company's last two Financial Statements including notes, management's annual reports and auditing reports, as well as new information of relevance to the company's fiscal figures.

The contracting authority reserves the right to obtain a credit assessment itself.

Minste nivå(er) av standarder:

— The tenderer must have the economic capacity to carry out the assignment/contract.

Teknisk og faglig kapasitet:

A list of the most important deliveries of stationary safety alarms, sensors, mobile safety alarms and performed alarm centre services and response centre services in the last 3 years (calculated from the tender deadline), including information on the value, date and the name of the public or private recipient(s). If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted. Tenderers can use the competence and experience of its employees that its employees obtained while working for other companies (shall be documented in the same way as described in this point). Tenderers are asked to provide information on reference persons with contact information (e-mail addresses and telephone numbers). The contracting authority reserves the right to contact the reference persons if needed.

Minste nivå(er) av standarder:

— Relevant experience is required that shows that the tenderer can fulfil the assignment/contract. This means experience in the last 3 years (calculated from the tender deadline) from assignments of delivering safety alarms, sensors, mobile safety alarms, alarm centre services and response centre services. The extent need not be equivalent to this contract. The reference assignments do not need to have been carried out continually throughout the entire period in the last 3 years calculated from the tender deadline.
