The tenderer's annual accounts including notes, with the board's and the auditor's reports from 2014 and 2015, or the last 2 completed annual accounts if the tenderer has different financial years.

Tenderers shall have a good implementational ability and shall have competence in all the the following disciplines:

Contractor;

Architect;

LARK;

RIB, RIV, RIE, RIAKU;

The tenderer shall have good experience from equivalent assignments.

Tenderers shall have sufficient right to be responsible for the initiative.

The tenderer must have tax, employer contributions and VAT payments in order.

The tenderer must be a legally established company.

Prosedyre
Objektive utvelgelseskriterier:

The contracting authority will limit the number of service providers who will be invited to submit a tender. If there are a sufficient number of qualified tenderers who fulfil the qualification requirements, the number of participants who will be invited to submit a tender will be limited to a minimum of 3 and a maximum of 5-6. The selection will be based on which tenderers are deemed to be the best qualified in accordance with the qualification requirements listed below.

If there are more tenderers than set in point 6.2, who fulfil the minimum qualification requirements, the contracting authority will rank the tenderers according to the following selection criteria:

Selection will be made on documented competence for the offered personnel. A separate person can be offered to cover the architect competence and RIaku for the culture field. This person will then only be evaluated for this competence. Grades will be given from 1 to 10 for documented competence with the following:

General competence 45 %;

Competence from sixth form colleges 45 %;

Competence from arts centres/equivalent 10 %;

Weighting of the offered persons

2.1 The group's project manager 20 %;

2.2 The group's engineering design manager 20 %;

2.3 Architect 20 %;

2.4 Landscape architect 5 %;

2.5 RIB 5 %;

2.6 RIV 10 %;

2.7 RIE 10 %;

2.8 Riaku 10 %.

1 project manager can be offered for the development phase and 1 for the construction phase. The project manager for the construction phase shall, in such a case, participate in the entire development phase. If 2 project managers will be used, they will be weighted 50/50.

Based on the evaluation, 5-6 of those with the highest score will be selected and will receive an invitation to participate in the competition.

Each qualified tenderer/supplier group will be paid a fee of 700 000 NOK excluding VAT for their competition proposal. The fee will be paid when the jury has agreed that the proposal fulfils the requirements set in the tender documentation.
