A decision has been made to construct a new double hall integrated in the existing Hetland hall. The double hall will have a total floor area of 3 450 m. This is an alternative that meets all wishes of all sports for the functionality of a new double hall, with both good sports and public areas, at the same time as being well-integrated with the existing hall. With a foyer with built-in skylights between the new and old hall, which will raise the attractiveness of the sports centre. At the same time good joint operation and use of resources between the halls, both in their operation and in use. The hall will be equipped with a grandstand connected to the foyer as well as a gymnasium.

A construction programme has been prepared. The competition will be held as a turnkey contract without a sketch project, so that it is the turnkey contractors who shall prepare a solution proposal in their tender. The solution proposal will make up parts of the basis of the evaluation.

The contracting authority would like, through a restricted tender contest, to pre-qualify a number of tenderers who will then be invited to submit a tender. This document describes the qualification documentation that tenderers must fulfil in order to be invited to participate in the following tender contest.

The tenderer must be a legally established company.

The contracting authority requires tenderers who wish to participate in the competition to demonstrate that they are registered in a trade index or other enterprise register as prescribed in the legislation in the country in which they are established. Documentation of this (e.g. a Business Registration Certificate from the Brønnøysund Register Centre) shall be enclosed with the request for participation. The enclosed documentation shall not be older than 6 months, when calculated from the tender deadline.

Økonomisk og finansiell stilling:

It is a requirement that the Tenderer does not have significant tax or VAT arrears or that an approved repayment plan exists. Norwegian tenderers shall present tax certificates from the municipality where the tenderer has his main office, as well as any approved repayment plans. These certificates must be presented before the deadline for requesting participation and they must not be older than 6 months from the deadline for request for participation. Tenderers can order a joint certificate for tax and VAT themselves via Altinn. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Minste nivå(er) av standarder:

The contracting authority will obtain the credit evaluation Commercial Delphi Score from Experian (The contracting authority subscribes to services from Experian).

Tenderers must, at a minimum, achieve a rating of ‘credit worthy’ — class 5 or better.

Tenderers must also document having a minimum of 80 000 000 NOK in operating revenue in the last available fiscal year.

The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms/explains a satisfactory financial capacity.

If the contracting authority's credit information on the individual company does not include a credit rating, the contracting authority will seek to have this documentation requirement met in another way, either by assessing whether the financial capacity is satisfactory based on the other information that should be available in the system from Experian or by obtaining other documentation.

If a tenderer will use other suppliers' capacity to quality, see point 5.1.2, each of the suppliers shall, at a minimum, achieve a rating of ‘credit worthy’ — class 5 or better.

Tenderers can be assessed separately in the case of mergers/acquisitions/new businesses.

Teknisk og faglig kapasitet:

Tenderers are required to have relevant experience as turnkey contractors. In order to fulfil the experience requirement, experience as a turnkey contractor for a sports building of equivalent complexity must be documented. Both sports halls and multi-purpose halls can be seen to have equivalent complexity. The references must be for buildings of a certain size, minimum 1 200 m

Enclose a list of the most important relevant assignments in the last 8 years, which at a minimum, include:

— A short description of the project;

— Place;

— Area;

— Date of execution;

— Contract value;

— Name of the contracting authority with a contact person and contact information.

Tenderers can be assessed separately in the case of mergers/acquisitions/new businesses. The references may be contacted to confirm the provided information.

An overview of key personnel is to be given in annex 2 and enclosed with the enquiry. Also enclose CVs for these persons as a separate annex to the enquiry.

Key personnel means:

— A project manager;

— Engineering design manager;

— Architect.

Tenderers shall enclose CVs for person who are defined here as key persons. It is not necessary to provide information on other concrete persons in the project organisation, and it shall only be provided for 1 concrete person in each of the roles.

The CVs can have annexes and a particular account is wanted of relevant projects where the offered key persons have had equivalent roles, and which are appropriate for identifying competence of particular importance for the assignment that shall be fulfilled here.

CVs shall include:

— Education;

— Relevant work experience;

— An overview of previously executed assignments with a statement of the project name, contracting authority, place, area, the contract's size and role in the project.

Enclose a certificate for the company's quality system/management system issued by independent bodies that confirms that the tenderer fulfils recognised quality assurance standards, (ISO 9001:2015 or equivalent).

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Documentation of central certification for the right to be responsible in class 2 for the relevant professions, or documents of equivalent qualifications.
