Ski municipality shall expand Hebekk school, which is a primary school. It currently consists of several buildings with different needs.
The school is currently a two parallel school, which shall be extended to a three parallel school in the project, with facilitation for a later extension to a four parallel school. The largest part to be carried out is the construction of a new school building/extension at the school. The school currently has approx. 400 pupils, which will increase to 600 when the project has been completed.
The project shall be carried out as an collaboration contract.
The project must be completed for the start of the school year in August 2017.
The tender contest will have two stages with a prequalifcation stage followed by an invitation to prequalified tenderers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Tenderers shall have their tax and VAT payments in order.
Documentation:
— Tax Certificate for tax and VAT respectively, not more than 6 months old. The certificates can be obtained from the local tax collection office or the tax office.
— Tenderers shall be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Verification that the company is registered in a trade index or business register as prescribed by the law of the country in which the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient financial capacity to carry out the assignment/contract
as well as being:
— Credit worthy with a rating character of ‘credit worthy’ or better in accordance with Proff forvaltning's rating or equivalent from another credit information company.
Documentation:
— The company's last two Annual Financial Statements including notes, management's annual reports and audit reports, as well as new information of relevance to the company's fiscal figures.
And
— Credit appraisal/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.
The contracting authority reserves the right to obtain its own credit rating and further information in order to verify whether the tenderer fulfils the requirements, if it is deemed to be necessary.
If for valid reasons the contractor is unable to submit the documentation as requested by the contracting authority, the contractor may prove their economical and financial standing with any other document that the contracting authority is able to accept.

Teknisk og faglig kapasitet:
Contractors shall have competence and experience from assignments of the same nature, complexity, degree of difficulty and extent, i.e.
— Collaboration contract/ partnering.
Projects must have been for a minimum of 80 000 000 NOK.
— Module building.
The new building shall be a module building.
— Engineering design services for and the construction of a school building or equivalent/other buildings that are relevant for this assignment.
Documentation:
An overview of the most important, relevant assignments in the last 5 years.
A detailed description of 3 projects from the overview (use the attached form), in which the following shall be given:
—The project name;
— The company's role and tasks in the project;
— Description of the type of construction project;
— Contract form (e.g. collaboration);
— The contract's size;
— The project's size in gross area and cost;
— Date and place of the execution;
— Was the work carried out at the agreed time?
— Was the work carried out in accordance with the agreed price?
— Name of the contracting authority.
A reference person shall be given for the projects, and the Ski municipality is authorised to contact the persons in question.
— Tenderers shall have an environmental management system.
Documented by:
— If the company is environmentally certified, a copy of the certification is to be enclosed.
— If a tenderer is not certified, a short account shall be provided that describes how the company safe-guards the environment during the production/sale of goods and/or services.
— Tenderers shall have a good and well-functioning quality assurance system.
— Documentation of certification,
ISO 9000 or equivalent
or
— A short account of the company's
HSE system
and
— an account of the company's
quality assurance system.
— Certification for the right to be responsible within the development classes and disciplines that are required for this assignment.
— Copies of any central certifications are to be enclosed.
— Otherwise tenderers must confirm in a self-declaration or other documentation that the tenderer has the equivalent qualifications/competence that is required for the right to be responsible in accordance with the Planning and Building Act.
