Tenderers should satisfy the requirements given by public authorities for registration e.g. registration in the company register in Brønnøysund and The Norwegian Labour Inspection Authority's certification scheme for cleaning businesses or any equivalent foreign register.

Økonomisk og finansiell stilling:
The tenderer must have sufficient financial status (solidity, financing ability, etc.).
Documentation requirement:
— Copy of the 2 least years auditor approved Annual Financial Statements with associated balance sheet and notes.
Tenderer should be up to date with payment of taxes and duties.
— For Norwegian Tenderers: Certificate for paid taxes. Not older than 6 months. Issued by the Tax Collection Office in the municipality where the Tenderer has his main office. For foreign tenderers, equivalent certificates must be presented from the relevant country.

Teknisk og faglig kapasitet:
Tenderer should be ISO certified on quality and environment or through equivalent certification schemes or quality assurance system wither for the entire organisation or the department that is relevant here.
Documentation requirement:
— ISO certification on quality and environment and confirmation of equivalent certification or quality assurance showing what parts of the activity the certification applies to.
Tenderer should, through references, document similar assignments in the health institutions.

The tenderer shall fulfil requirement in IOS convention 94f about wages and working conditions.
— Documentation for fulfilment of requirement in the ILO convention 94 about working and wages conditions.
The tenderer shall have an adequate quality assurance system, equivalent to HSE work 9001.

The tenderer should be certified for quality and environment with ISO or equivalent certification scheme.
The tenderer should be approved in The Norwegian Labour Inspection Authority's Cleaning Register or have an application under processing.
The tenderer should be able to fulfil the requirement of the ILO convention 94 about work and wages conditions.
The tenderer shall document satisfactory HSE work with own HSE self-declaration.
The agreement stipulates that the tenderer shall ensure that all employees and any sub-contractors have wages and working conditions in accordance with the requirement in the regulation about wages and working conditions in public contracts 2008, and the requirement in the regulation on generally applicable tariff agreements for cleaning businesses 2014 are fulfilled for employees and any sub-contractors.
