H0370 Råstølen nursing home — procurement of a turnkey contractor

Bergen municipality is planning a new 90 bed nursing home at cadastral No 120, title No 452 Råstøl in Ytrebygda district.
Parts of the tender documentation are divided into alternative H0370 Råstølen nursing home carried out as a ‘Main Project’ and alternative H0370 Råstølen nursing home carried out as a ‘WOOD-project’.
The aim is to engage the turnkey contract in autumn 2016, with a start of construction in spring 2017.
Regulatory practices:
The plan proposal for the new development plan was sent 31.1.2015. The draft for the plan chart, plan description and development regulations were sent for a second hearing 18.3.16. The plan is expected to be discussed in September 2016. There is great uncertainty connected to the progress of the planning.
The plan documents are attached to the tender documentation for information. The documents are in the Web Hotal in file: ‘A. Development Plan with Discussion Document (information on the processing of the development plan)’.
The lot:
The plot is 3.1 acres and is relatively flat with a characteristic, wooded ridge to the south west.
The centre of the plot is a bog. The result of the ground surveys and ground water measurements are in the Web Hotel. The lot is currently vacant.
The regulated access to the plot is from Harald Sæverud vei to the west.
The site is located within the BKK District Heating's concession area.

It is therefore unnecessary to submit these details. (All companies who have provided financial statements to the Brønnøysund Register Centre will be registered through Proff Forvalt). Teknisk og faglig kapasitet:
1) The company's relevant assignments in the last five years, listed in the attached reference list template.
Note: It is not sufficient to enclose a general reference list. The account shall be adapted to the qualification criteria.
In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be enclosed in accordance with point 3.4.1 and the attached template.

2) Statement regarding the company's quality assurance system. The account must, at a minimum, include:
— a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract,
— a description of when and how the system was implemented in the company and how often the system is updated, and
— a description of how the system shall be used for securing the quality of this contract.
3) Valid proof of central certification, or equivalent, for the relevant disciplines.
Equivalent means a declaration where the company confirms that they will take on the legal and statutory responsibility for the work they shall perform.

Similar contracts here means:
The implementation of projects of an equivalent size and complexity carried out as turnkey contract.
Experience from the execution of projects that used wood in constructions is required in addition for the ‘WOOD-projects’.
2) The company shall have established systems for quality assurance.
3) Tenderers are required to have qualifications in development class 3 for the discipline ‘Overall responsibility for execution (building, site or construction, technical installations)’.
