Framework agreements — workshop services for The Norwegian Coastal Administration's (over 20 metres) vessels

Kystverket [the Norwegian Coastal Administration]

The Norwegian Coastal Administration's Shipping Company wants to enter into two framework agreements for workshop services for The Norwegian Coastal Administration's vessel that are over 20 metres. The framework agreements are geographically divided. One framework agreement for the South (south of Rørvik) and one framework agreement for the North (north of Rørvik). Call-offs on the framework agreement will include both periodic maintenance, main and between classification, axel track, minor alterations, modifications, repairs and other minor assignments on The Norwegian Coastal Administration's vessels that are over 20 metres. The framework agreements can also be used for ad-hoc assignments in connection with break-downs etc. How widely the framework agreement is utilised for non planned workshop services is dependant on the event location and distance to the workshop.

The Norwegian Coastal Administration estimates the total scope on both framework agreements to be approx. five assignments per year with a combined value of approx. 6 000 000 NOK to 8 000 000 NOK. per annum. In total in the duration of the framework agreement there will be fewer call-offs on framework agreements connect to the Northern area than the framework agreement for the Southern area.

Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have a legally established company. This must be documented by a Company Registration Certificate from The Brønnøysund Register Centre, or equivalent documentation from the applicant's homeland.
Foreign tenderers should preferably deliver equivalent certificates in Norwegian. Documentation in English is acceptable.
Økonomisk og finansiell stilling:
The tenderer is required to have sufficient economic solidity to execute the deliveries in the contract period.

Documentation: Credit assessment from a company licensed by The Norwegian Data Protection Authority.

The assessment must be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past two years.
Teknisk og faglig kapasitet:
Tenderers are advised to download the qualification documentation to obtain a better overview of the technical and professional qualifications, as well as the associated documentation requirements.
A reference list of the tenderer's five most important, relevant deliveries during the last three years including their values, relevance, dates and recipients, must be included with the tender offer. The references will be checked if necessary. The references must be recorded on the attached form.

Tenderers are required to have satisfactory facilities and installations to be able to handle The Norwegian Coastal Administration's vessels. Tenderers must have well suited facilities and installations to be able to handle the agreement obligations, including slip facilities, docks, machinery workshop, plate/welders etc.. Tenderers must document their facilities and installations. Tenderer shall briefly, but adequately provide a description of the facilities and installations that shall be used to handle the deliveries. The description should include key figures for the installations and shall not exceed two A4 pages. Tenderers must have good competence on relevant technical areas to fulfil the agreement. Tenderers must also submit a brief description of their technical personnel or technical units at their disposal.
