Statsbygg region South requests tenders for a framework agreement for project management.
The assignments under the framework agreement will normally be carried out in Statsbygg's premises in Porsgrunn or Kristiansand. Travelling to construction sites and stationing at construction sites in region South must be expected.
Statsbygg shall enter into a framework agreement with 1 (one) provider. The contracting authority intends to have one company with good competence and sufficient capacity to carry out continuous and planned assignments at the relevant properties.

The Directorate for Public Construction and Property shall enter into parallel framework agreements for project management. Actual projects will mainly be development projects and renovation projects, the latter includes both total renovation and more ordinary renovation projects/periodic maintenance.The projects under this framework agreement can be of all sizes. This may be small projects and projects with a value of up to 10 000 000 NOK.Statsbygg's buildings mainly consists of public buildings. This means that several of the properties are listed, they can be open during the assignments, several properties, such as prisons and child protection properties, require special consideration from the executors and several properties can require security clearance or another form of clearance. The framework agreements have a total estimated value of 1 000 000 NOK per annum. The Contracting Authority emphasises that the figures are estimates and that the actual volume may vary from year to year. The estimated value is not binding for Statsbygg.

In special occasions, in connection with large, specialised or long-term projects, Statsbygg will not use this framework agreement, but publish these projects as individual contests.
The Contracting Authority shall have the option to organise separate publications and tender contests for isolated assignments.

The tenderer r is required to have a legally established enterprise and sound ability to carry out the task.
1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the enterprise is registered.
2. Overview of the number of project managers in the company.
Økonomisk og finansiell stilling:
Tenderers are required to have good financial implementation ability. (Tenderers are required to be credit worthy A, equivalent to A or better).
Credit rating from a certified credit rating agency. Not older than 3 months. The entire report shall be submitted, and it shall include the key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution.

The Directorate of Public Construction and Property reserves the right to obtain a credit assessment/rating of tenderers.
Teknisk og faglig kapasitet:
Good competence and good experience are required with implementation from assignments of equivalent size and complexity.
— A description shall be provided, of approx. 1 A4 page per project, for up to 4 reference projects with a transferable value, for the last 5 years. The description shall comprise:
— The name of the project;
— The contracting authority (at least 2 of the assignments must be from public contracting authorities);
— The assignment's size and contract value;
— The company's assignments/role in the assignment;
— Date of execution;
— The project's complexity (e.g. listed building, environmental building, building in operation etc.).
