Framework agreements are wanted for the delivery of small and large canteen equipment as well as service. The competition consists of 2 sub contracts. Tenders can be submitted for 1 or both contracts, it must be clear which contract the tender is for.

This competition is for a broad spectrum of different types of equipment for canteens, as well as service for large equipment in accordance with the attached requirement specifications and price forms. Tenderers must be able to deliver all products within each sub contract. Missing prices for products within the sub contract(s) a tender is submitted for, can lead to the tender being rejected.In addition a mark-up percentage shall be offered on the tenderer's factory prices for parts and goods that are not listed in sub contracts 1 and 2.The competition is divided into 2 sub-areas. Thus, it is up to the individual supplier to submit tender(s) for the part of the competition they wish to participate in. The sub contracts are as follows:— Sub contract 1: Small canteen equipment;— Sub contract 2: Large canteen equipment and serviceThe contract shall be valid for 2 years from the signing of the contract, with an option to extend for a further 2 years, 1 year at a time.Each department will decide whether to take up the option for an extension.The contract will apply to the Norwegian Government Security and Service Organisation, the Ministry of Foreign Affairs and the Ministry of Climate and Environment.In addition there will be an option for other units in the joint ministries to join the contract in the contract period on equal terms.

Legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
Qualification requirements:
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
Tenderers must have carried out at least 3 assignments in the last 3 years with relevance to this assignment. Relevant assignments mean:
— Sub contract 1:
Deliveries of small canteen equipment, as stated in annex 1 of this sub contract.
— Sub contract 2:
Delivery of large canteen equipment and service, as stated in annex 1 of this sub contract.
Concerns both sub contracts.
Tenderers must have sufficient professional expertise and capacity.
Environmental management measures — To ensure compliance with the contract's relevant environmental requirements, the tenderer must have the necessary procedures and systems for the goods and services sought.
Documentation requirement:
— A reference list of all of the tenderer's assignment in recent years, with relevance to this assignment, stating the name of the contracting authority, and if possible, a value and reference for the assignment, what has been delivered and the function the tenderer had in the assignment, must be stated.

— A description of the tenderer's professional competence and capacity, including a description of the tenderer's organisation, current staffing situation and any collaborating partners.
— An account of the existing routines documenting that the requirement concerning the environment management system have been met. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001 or other third-party verified systems, it is sufficient to submit a copy of the current certificate.
