Framework agreements management and further development of SafeSeaNet / Njord

Kystverket (The Norwegian Coastal Administration)

SafeSeaNet Norway is a national ship reporting system for shipping, based on the European Single Window concept. The system is and will be developed and managed based on the current national and international laws, as well as cooperation agreements between relevant authorities.
The Norwegian Coastal Administration is the responsible authority for facilitating the ship reporting system in Norway, so that the departments that have a statutory and regulatory legal basis for this, can extract relevant ship information directly from the notification system, without requesting for individual reports on shipping. In this way the notification system simplifies the administrative work for sailors, ship agents, ports and authorities.
SafeSeaNet Norway also functions as a gateway for external users for ordering a pilot via the trade system Njord and/or Farledsbevis administrasjon.
The overall objectives of the procurement is to fulfil the requirements in the Norwegian Coastal Administration's award letter from the Ministry of Transport and this involves the Norwegian Coastal Administration's systems being operative for 99 % of the time.
The objectives of the further development is to ensure that the systems are modern as regards technology and always have functionality that fulfils the current laws and regulations.
The working language in the contract will be Norwegian.

This procurement follows the negotiated procedure. This is a procurement procedure where the contracting authority chooses which tenderers can submit a tender from those who fulfil the requirements in these qualification documentation. The Norwegian Coastal Administration has had a similar competition before, we would therefore like to equal any advantage that those previously involved had in arranging this conference. A supplier conference will be held 13.4.2016, 10:00 - 14:00. The conference will be held in the Norwegian Coastal Administration's premises in Haugesund. The address is Flathauggata 12, Haugesund. Preliminary agenda: — presentation of the systems SafeSeaNet Norway and Njord; — technical implementation; — system demonstration; — review of the tender documentation I; — question round; — any other business. The registration deadline is 12 April at 12:00. Travel expenses and other outlays in connection with the supplier conference are to be covered by the individual tenderer.
