The purpose of the procurement.
Tromsø municipality would like to digitalise central work tasks and processes. Digital services will, to an ever increasing degree, be ordered, produced and delivered on mobile platforms such as smart phones. This will provide a better user experience for residents and result in a simple and mobile working day for the employees in Tromsø municipality.
Tromsø municipality would like our supplier of mobile telephones to be our partner and adviser for the entire lifecycle of the equipment. Such a framework agreement shall be beneficial for both the supplier and Tromsø municipality. It means that you as a supplier will be able to be proactive as regards selling products and services to the municipality, at the same time that we as the contracting authority get the best advice, products and services.
Mobile telephones shall replace IP telephones as these are phased out in Tromsø municipality.
Scope.
The framework agreement will be signed with 1 tenderer.
The contracting authority shall use the supplier for the procurement of mobile telephones with accessories and any services that accompany the procurement of mobile telephones. In addition the framework agreement includes support, service and possibly consultancy services.
Mobile administration systems (MDMs) are not a part of this contract, but services that suppliers have that accompany the procurement, phasing-in, operation and phasing-out of mobile platforms are included in the framework agreement.
Facts on mobile use in Tromsø municipality.
Tromsø municipality uses Mobilt bedriftsnett from Telenor as its support system for mobile telephony. Some units use the Mobilt bedritsnett app.
Tromsø municipality currently has 3 934 mobile subscriptions. This means that the percentage of mobiles in Tromsø municipality is approx. 50 %. (In September 2015 the percentage was 33 %). The 3 largest mobile brands are Apple, Samsung and Microsoft. In September 2015 70 % (1 366) were smart phones. The current number of smart phones is 1 890.
We have 1 689 Bedrift Netto mobile subscriptions, 1 669 Bedrift Total Netto subscriptions and 147 M2M Total subscriptions. The remaining 212 subscriptions are other types.
We have approx. 360 persons in Tromsø municipality who have Tjenestetelefon though work.
The normal work telephones that are currently normal landlines/IP telephones are to be replaced by mobile telephones. We have already started replacing landline telephones with mobile telephones in schools. The schools will replace telephones for approx. 300 000 NOK per annum.
The welfare technology in the Health and Welfare Sector will require cheap smart phones to receive and operate notifications. The municipality currently requires simple mobiles with normal keyboards to operate safety alarms. In September 2015 30 % of all mobiles in Tromsø municipality were simple mobiles (596 pcs). These mobiles must be replaced with smart phones as and when more advanced welfare technology supplements the safety alarms in the home care service. In addition there is a need for approx. 100 smart phones for mobile care.
