The Directorate of Public Construction and Property, c/o the Property Department, Eastern Region, invites tenderers to an open tender contest for a framework agreement for construction management (BL). A framework agreement shall be signed with one tenderer for each of these areas in the eastern region:
— Oslo, Akershus and Østfold;
— Hedmark and Oppland.
Tenderers can submit a tender for 1 or both areas. The areas will be evaluated separately. 1 contract will be signed for each area, but 1 tenderer can be awarded a contract for both areas.

The framework agreement for construction management will apply for properties in the Directorate of Public Construction and Property Eastern Region, the Assignment Manager in the Directorate of Public Construction and Property will vary from assignment to assignment. The property portfolio will vary due to purchase, sale and supply of new buildings. There can be changes in the property mass by properties being added or withdrawn from the list. The properties are of varying age and different types of construction engineering. Several are listed with protection classification 1.Statsbygg's buildings mainly consists of public buildings. This means that several of the properties are listed, they can be open during the assignments, several properties, such as prisons and child protection properties, require special consideration from the executors and several properties can require security clearance or another form of clearance. By using the framework agreement, the Directorate of Public Construction and Property would like to connect with permanent construction managers who can be quickly summoned when needed for both short and longer assignments.

The framework agreement for a construction manager consists of following-up maintenance, alteration and development projects for the property mass in the portfolio. The work will include independent, ongoing construction management, coordination and follow-up of construction projects, as well as other assistance for the Directorate of Public Construction and Property's assignment manager. The construction manager will report to the Directorate of Public Construction and Property's relevant assignment manager for the projects. As the contracting authority emphasises continuity in construction projects, it is of great importance that the construction management is carried out in each individual construction project from start to finish with the same personnel.

The construction manager must reckon on being on site at the construction project twice a week and he will be responsible for the SHA coordinator role on behalf of the Directorate of Public Construction and Property.
The contract will be valid for 2 years from when it is signed, with an option for the contracting authority to extend the contract for a further 1 + 1 year on unchanged terms. The contract will automatically be extended for 1 year at a time if the Directorate for Public Construction and Property does not give written notification within 3 months of the expiry date that the contract will not be extended. The framework agreement's maximum length will be 4 years.

Call-offs that are made under this framework agreement will be based on the different project's schedule and can, therefore, last for longer that the maximum 4 years of the framework agreement.

The tenderer is required to have a legally established enterprise and sound ability to carry out the task.
1. Company Registration Certificate, foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the enterprise is registered.
2. Overview of the number of employees in the company, and employees who work with this type of assignment.
3. There is a requirement for the company to have a minimum staff of four qualified construction managers who can work at the construction site. Smaller companies must be able to document the capacity of binding collaboration agreements with other construction manager companies.

Økonomisk og finansiell stilling:
Tenderers are required to have good financial implementation ability (Tenderers are required to be credit worthy, A or equivalent).
Credit rating from a certified credit rating agency. Not older than 3 months. The entire report shall be submitted, and it shall include the key figures for the last 3 financial years. The rating shall be carried out by an officially certified credit rating institution.

Good competence and good experience are required with implementation from assignments of equivalent size and complexity.
— Description of the company's general competence area;
— Overview of the company's 3 reference projects carried out in the last 3 years with information on: the project name;
— Contracting authority;
— The projects' sizes and cost, type of contract;
— The assignment's contract value excluding VAT;
— Date of execution/implementation;
— Description of tenderer's assignment.
Tenderers are required to have the competence and experience necessary for carrying out the role of a safety, health and work environment coordinator (SHA) in the execution phase in a good manner.
1. Competence plan/description of how the company focuses on SHA.
2. Overview of reference projects from the last 3 years, in which the tenderer has had the role of HSE coordinator during the execution phase, including information on:
— the name of the project;
— contracting authority;
— the project's size in m² and cost;
— type of building;
— type of contract;
— the firm's assignments/role in the project;
— the start-up date and completion date (year)/if not completed — where 1 is in the project.
